March 20, 2014 Council Report 2014-031 APPROVE FINAL DESIGN PLANS: SHADY OAK ROAD RECONSTRUCTION (Excelsior Boulevard — Highway 7) - HENNEPIN COUNTY PROJECT 9112 Proposed Action. Staff recommends the following motion: Move that Council adopt Resolution 2014-016, Resolution approving Shady Oak Road reconstruction final plans — Excelsior Boulevard to north of Highway 7 (Hennepin County Project 9112). This action authorizes the City and Hennepin County to proceed with approving the project construction cooperative agreement and Hennepin County to proceed to contract award. Overview. On March 20, 2012 City Council approved Shady Oak Road reconstruction preliminary plans, Layout #2 and on October 16, 2012 City Council approved the agreement for right of way acquisition. There have been no substantive changes to the design plan since the preliminary plan approval. City staff, Hennepin County personnel and representatives from its engineering consultant, WSB & Associates, Inc. will be present at the Council meeting to present the final design plans and answer questions. Stadler, Public Works Director Council Report 2014-031 Page 2 Analvsis of Issues • Design features The predominant design features include: - realignment of Shady Oak Road/Highway 7 intersection - new four lane divided roadway with turn lanes, undivided 5 -lane design south of Mainstreet to Bradford Road - pedestrian ways on both sides of new roadway, trail on east side, sidewalk on west side - New Mainstreet signalized intersection - Remove 1St St N connection to Shady Oak Road - Significant storm water management improvements including an outlet to Shady Oak Pond - Reduced risk of 2 d St N flooding after heavy rainfalls - Mainstreet entrance monument - Screen fencing and landscaped buffer areas used along single family residential areas (landscaping under separate contract) • Shady Oak Pond wetland impacts The Shady Oak pond was rated as a "high quality" wetland following the Minnesota Routine Assessment Method (MnRAM) as conducted by the project consultant based on its high aesthetics/recreational use and moderate wildlife habitat values. As such, the request to lower the water elevation was carefully scrutinized by the MN DNR, the watershed district and also the Technical Evaluation Panel (TEP). This panel is a group of representatives of various State, County and Watershed agencies that oversee water bodies, wetlands and requests to impact them. The TEP concurred that the proposed lowering of the water elevation would not diminish the wetland rating below the "high quality" rating. The wetland assessment and proposed impacts were approved by the MN DNR and the Nine Mile Creek Watershed District. Additionally, the surveyed depth along the west edge of the pond, out about 10' from the shoreline, averaged 3 feet. As such, the proposed lowering of the water level will not affect the value of the wetland nor will it result in noticeably less open water in the pond. The benefit, of course, is that we are able to store additional storm water and reduce the flood levels around the pond. • Construction Phasing The County has a detailed construction phasing plan that will be explained at the City Council Meeting. The roadway will remain open with restricted lanes Council Report 2014-031 Page 3 throughout construction. Generally, construction will proceed from the north area to the south, on alternating sides of the roadway to maintain traffic. The open house would include the County construction staff, WSB inspection staff and city representatives. Hopkins West Park Road and 21St Ave N residents would receive periodic construction newsletter updates. NO. 027-661-046 WHEREAS, on March 20, 2012, by Resolution No. 2012-015, the City Council approved Hennepin County Layout No. 2 for the reconstruction of County State Aid Highway 61 (Shady Oak Road) from County State Aid Highway 3 (Excelsior Boulevard) to north of Highway 7, and WHEREAS, The City of Hopkins has received the final plans prepared by WSB & Associates, Inc. on behalf of Hennepin County for the proposed improvement of County State Aid Highway No. 61 (Shady Oak Road) from County State Aid Highway 3 (Excelsior Boulevard) to north of Highway 7, Hennepin County Project No. 9112, S.A.P. No. 027-661-046, and WHEREAS, Hennepin County has requested that the City of Hopkins approve the final plans as identified above and prohibit on -street parking within the CSAH 61 project area. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hopkins, Minnesota that: 1. Final plans be approved as prepared for the proposed improvement of County State Aid Highway No. 61 (Shady Oak Road) from County State Aid Highway 3 (Excelsior Boulevard) to north of Highway 7, Hennepin County Project No. 9112, S.A.P. No. 027-661-046. 2. The parking of motor vehicles is prohibited at all times on both sides of County State Aid Highway No. 61 (Shady Oak Road) from County State Aid Highway No. 3 (Excelsior Boulevard) to Highway 7.
