Cottageville Park UpdateMemorandum Public Works Department To: Honorable Mayor and Members of the City Council From: Steven J. Stadler, Public Works Director Copy: Mike Mornson, City Manager Date: May 8, 2014 Subject: Cottageville Park Update Cottageville Park Improvements Current status: Design is underway for the Cottageville Park improvements. The design is currently at 60% complete. The 60% design cost estimate exceeds the conceptual cost estimate. We are working to identify ways to reduce the construction costs. Current project cost estimates are as follows: 60% construction cost estimate = $1,836,896 This 60% design cost estimate includes: $250,000 — play equipment allowance $184,392 — upgrading the current alley to 32' wide roadway with new utilities that would be done in conjunction with the Oxford Green redevelopment Design & Construction services fees = $231,560 TOTAL PROJECT COSTS: $2,068,456 The project budget is as follows: BWSR Grant: $410,250 Henn Cty Grant: $15,000 Shepard of the Hills project donation: $13,000 Hopkins Storm Sewer Fund: $750,000 Hopkins Park Capital Improvement Fund: $408,000 Water and Sanitary Sewer Funds: $26,500 PIR funding for alley upgrade: $157,892 (this amount may be reduced by PPL contribution) TOTAL PROJECT BUDGET: $1,780,642 It should be pointed out that the above costs do not include purchase and demolition of the remaining duplex at 433/435 Blake Road. Those costs are estimated at $400,000. Staff would like to fund this property acquisition from the storm sewer utility fund. In addition, the above costs do not include any future phases of work at the Cottageville Park site. A public open house is scheduled for May 20 at the Eisenhower Community Center. The notices for this meeting were mailed out last week. Protect Design: The project consultant, Hart-Howerton and Wenck Associates, Inc. will present the design elements at the work session. The 60% design documents are attached. The play equipment design is also underway and staff will provide concept information for City Council at the work session meeting. We will be seeking public input on play equipment options at the May 20 meeting. Project Schedule: May 14: MCWD Board design review May 19: Hopkins Park Board review May 20: Public Meeting May 22: MCWD permit approval & approval to bid project June 3: Hopkins City Council design approval June 12: MCWD final plan approval, if required June 10 —July 1: Advertise forbids June 24: Pre -Bid Meeting July 1: Inform Hopkins City Council on bids received/recommendation July 10: Bid award: MCWD Board August — October 2014: Construction If needed, the bid dates, bid award date could slip two weeks.
