Approve Temporary Liquor Licenses for the Hopkins Raspberry Festival

Proposed Action
Staff recommends adoption of the following motion: Approve a temporary liquor license for the
Hopkins Raspberry Festival for the Brew Fest on July 12, 2014
This action will approve a temporary liquor license for the Raspberry Festival on July 12, 2014.
Overview
The Hopkins Raspberry Festival is requesting a temporary liquor license to hold a Brew Fest on
Saturday, July 12 in conjunction with the beginning of the 2014 Raspberry Festival. The
proceeds from the Brew Fest will go to support the ICA Food Shelf.
This event was held last year. It was very successful and did not produce any problems for the
City.
The event will be held in Lot 700 and part of 8`h Avenue North. The police, fire, and public
works departments have reviewed and approved the Special Event permit application.
Alternatives
• Approve the temporary license.
• Deny the temporary license.
• Continue for additional information.
Staff recommends that the Council approve the temporary liquor licenses.

Analysis of the Issues
Details of the Event
The Hopkins Raspberry Festival in conjunction with the Hopkins' Tavern and LTD Brewery will
be sponsoring a Brew Fest on Saturday, July 12 from 1:30 — 5:00 p.m. The organizers are that
estimating over 1,000 people will attend the event.
Other issues:
• Sanitation — Organizers will provide 15 portable facilities.
• Parking — Organizers are partnering with a ride -share company. They also are looking to
provide a shuttle bus from another parking area.
• Security — Organizers have requested assistance from the Hopkins Police Department.
They will also have 6-8 of their own staff available for security.
• Refuse — Organizers will be responsible for recycling and trash removal.
Temporary Liquor License Policy — According to City Policy 4-C, the organizers must comply
with the following regulations:
2.02 Sales may only be conducted between the hours of 12:00 p.m. and 12:00 a.m.
2.06 Sales and/or consumption of liquor or beer will only take place in enclosed building or a fenced
area.
2.07 Individuals under the age of 21 will not be allowed in any designated area where liquor or beer is
sold or consumed, except if accompanied by a parent or guardian.
2.08 All organizations which have a temporary liquor license must use the following method for
checking identification to ensure that underage individuals do not purchase liquor or beer:
Anyone wishing to purchase beer must have a either a driver's license, or a Minnesota ID with
their picture. Individuals with the proper ID will have their hand stamped so that the actual
sellers of the liquor or beer will not have to check IDs. If the event exceeds one day, a different
color of ink must be used on subsequent days.
2.12 The applicant for any temporary liquor license will provide the City Clerk with a certificate of
insurance showing $1,000,000 of liquor liability coverage and showing the City as co-insured.
