CR 2014-052 Approve Final Design Plans and Authorize Bidding: Cottageville Park, Phase I ImprovementsGcvy OF C.511110. N 0 P K I N S May 29, 2014 Council Report 2014-052 APPROVE FINAL DESIGN PLANS AND AUTHORIZE BIDDING: COTTAGEVILLE PARK, PHASE I IMPROVEMENTS Proposed Action. Staff recommends the following motion: Move that Council approve the final design plans and authorize bidding of the Cottageville Park, Phase Improvement project. This action precedes the Minnehaha Creek Watershed District Board consideration of final plan approval and bidding the project. Overview. Staff presented a 60% design review with City Council at its May 13 work session. The project team presented the project design at a public open house event on May 20 and received numerous comments and general affirmation of the overall project intent and design elements. The project design is now essentially completed and City Council approval is needed prior to the June 12 Minnehaha Creek Watershed District Board meeting where they will consider design approval and whether or not to advance the project to public bidding. Stadler, Public Works Director Council Report 2014-052 Page 2 Analvsis of Issues • 90% construction cost estimate, total project cost estimate, project funding Current project cost estimates are as follows: 90% design construction cost estimate = $1,654,198 This is a reduction from the 60% construction cost estimate of $1,836,896. Plus, the construction contingency has been increased from 5% to 10% (a $36,500 increase) and $40,000 is now included in the construction cost as a possible alternate bid for demolition of the duplex at 431/433 Blake Road. The total project cost estimate is now: $1,885,758 The project funding is as follows: State BWSR Grant: $410,250 Henn Cty Grant: $15,000 Shepard of the Hills project donation: $12,050 Hopkins Storm Sewer Fund: $1,000,000 Hopkins Park Capital Improvement Fund: $408,000 Water and Sanitary Sewer Funds: $45,000 TOTAL PROJECT BUDGET: $1,890,300 The project funding through the storm sewer utility fund has been increased from $750,000 to $1,000,000. This will be done by slightly increasing the storm sewer bonding amount for 2015. • Design Elements The design elements include: - underground storm water storage/treatment/infiltration to prevent 25+ lbs/yr total phosphorus and 10 tons/year of sediment from entering the creek - Two park entrances and concrete paths through park, creek access Council Report 2014-052 Page 3 - Extensive landscaping features, including: ornamental trees, multi -trunk trees, canopy trees, evergreen trees, shrub beds, groundcover beds, perennial flower beds, drip and lawn irrigation - flexible electrical service into site - pathway lighting with photocell and timer control - community garden area - play area with raised mound adventure trail, adventure trail sliding and climbing play features, central play structure, lookout point structure, shade trees, seating • City Council and Public Open House Feedback Community garden: confirmed planting soil depths & connection between play area and garden, have added a raised bed garden area - will coordinate 90% design with community garden reps that attended the open house. Park play amenities: no clear winner on the main play structure, strong support for the adventure trail & associated play elements, swing area added to design, proposed Evos play structure will interest older kids, teens will have lawn areas for soccer, Frisbee, etc. + basketball play court. Lighting: Extensive pathway lighting will have photocell and timer controls similar to other parks lighting. Parking: This was a concern expressed by at least one nearby resident. Besides the limited number of parallel parking stalls along the access road/alley, it was mentioned that the City hopes to partner with the future developer at the cold storage site to have co -use parking available along the Lake Street side of that redevelopment area. Plantings: The final design will include some additional tree planting along the south side of the alley to the east of the project area. Miscellaneous: Staff will include a notice in the July Hopkins Highlights regarding the opportunity to purchase a memorial bench as part of the Cottageville Park improvements.
