05-20-2014 CCA regular meeting of the Hopkins City Council was held on May 20, 2014 in the Council Chambers of the
Hopkins City Hall. Present were Mayor Maxwell, Council Members Cummings, Gadd, Halverson and
Youakim. Also, present were staff inembers Domeier, Elverum, Genellie, Mornson, Reynolds, Specken,
Stadler and City Attorney Jeremy Steiner.
L CALL TO ORDER
Mayor Maxwell called the meeting to order at 7:01 p.m.
II. PRESENTATION
1. Award Chief Dale Specken with a Minnesota Hall of Leadership
The Hopkins Jaycees presented Fire Chief Dale Specken with the Minnesota Jaycee Foundation Hall of
Leadership Award that recognizes former Jaycee members in the area of leadership. Mayor Maxwell
congratulated Chief Specken on receiving the award.
2. Community Service Award
Police Chief Reynolds read the nomination and recognized Officer Jessica Thomas for receiving the
Melissa Schmidt Community Service Award. Officer Thomas thanked the Police Department, City staff
and the City Council for their support. Mayor Maxwell congratulated Officer Thomas.
III. REPORT
l. Mid-Year Goals
Mr. Mornson, City Manager, presented the mid-year goal review and gave an overview of the
accomplishments. The strategy to embrace partnerships has been demonstrated by the Shady Oak Road
project, Cottageville Park project and the Blake Road Study Group. The LRT Planning and Transit-
Oriented Development strategy has been demonstrated by collaboration with the City of Minnetonka
regarding the Shady Oak Station, the March business owners meeting and a possible joint development
with the Blake Road Station. Inspiring citizen engagement has been accomplished through Citizens
Academy, police neighborhood meetings and the many completed and upcoming public engagement
events offered by the Police Department and city departments. Mr. Mornson gave an overview of the
upcoming events and projects including Municipal Consent, awarding of the Cottageville Park bids,
completion of Gallery Flats Apartments, the 2015 budget presentation under the new Financial
Management Plan, the continued marketing of the property at Sth and Mainstreet and pursuing a bicycle
friendly community designation. Mayor Maxwell congratulated city staff on all the accomplishments.
IV. CONSENT AGENDA
1. Approve Minutes of the May 6, 2014 Council Meeting
2. Approve Minutes of the May 6, 2014 Work Session Following the Council Meeting
3. Approve Minutes of the May 13, 2014 Council Meeting
4. Appoint Mike Tait, Matthew McNeil and Brian Hunke to the Planning and Zoning Commission
Council Member Youakim moved and Council Member Halverson seconded a motion to approve the
Consent Agenda. A poll of the vote was as follows: Council Member Cummings, aye; Council Member
Gadd, aye; Council Member Halverson, aye; Council Member Youakim, aye; Mayor Maxwell, aye. The
motion carried unanimously.
V. NEW BUSINESS
1. Adopt Resolution 2014-024, Approving the Purchase Agreement for Acquisition of Real Property at
431-434 Blake Road North; (CR 2014-047)
Mr. Stadler, Public Works Director, addressed the Council regarding the purchase agreement for the
acquisition of 431-433 Blake Road North. Mr. Stadler gave an overview of the negotiations, property

location, terms of the agreement, closing timeframe, relocation and demolition costs with an overall
financial impact of $400,000, which will be funded through the Storm Sewer Fund. The City Attorney
drafted the purchase agreement.
There was Council discussion regarding the renter's length of stay, relocation costs and proof of
insurance. The City Attorney advised the Council regarding the terms of the lease agreement. The City
Attorney also advised the Council that the City of Hopkins must maintain casualty and liability insurance
once the City takes possession of the property.
Council Member Gadd moved and Council Member Cummings seconded a motion to adopt Resolution
2014-024 approving the purchase agreement for acquisition of real property at 431-433 Blake Road
North. A poll of the vote was as follows: Council Member Cummings, aye; Council Member Gadd, aye;
Council Member Halverson, aye; Council Member Youakim, aye; Mayor Maxwell, aye. The motion
carried unanimously.
VL ANNOUNCEMENTS
1. Shady Oak Road Project "Open House" on Wednesday, May 215c from 5:30 - 7:00 pm at the
Fire Station.
2. Neighborhood Meeting at Oakes Park on Thursday, May 22, 6 pm.
3. Memorial Day Event on Monday, May 26, 10 am in Downtown Park.
Council recognized the Hopkins Jaycees for organizing Hopkins Mainstreet Days and Hopkins Public
Works for clean up after the event.
Mr. Genellie, Assistant City Manager, welcomed Ms. Amy Domeier, new City Clerk.
VII. ADJOURNMENT
There being no further business, Council Member Youakim moved and Council Member Halverson
seconded a motion to adjourn the meeting. The meeting was adjourned at 7:33 p.m.
