2015 Mainstreet Improvement UpdateMemorandum Public Works Department To: Honorable Mayor and Members of the City Council From: Nate Stanley, City Engineer Copy: Mike Mornson, City Manager Date: June 5, 2014 Subiect: 2015 Mainstreet Improvement Update In the summer of 2015 a rehabilitation project is scheduled for Mainstreet. Initially, the project scope included only mill and overlay of the street, curb repair, and pedestrian improvements. The scope has expanded as the project has developed, and now includes utility and drainage repairs, lighting improvements, replacement of streetscape amenities, and aesthetic corridor elements. It is anticipated that due to the expanded scope the complete reconstruction of some blocks will be necessary, however full reconstruction along the entire length of Mainstreet is not proposed. This project is intended to essentially provide a facelift, while maintaining the corridor's classic character. A public informational meeting was held on May 6. Property owners, building occupants, and residents along Mainstreet were invited, eleven people attended the meeting. Those in attendance were generally supportive of the project. At the public meeting, a presentation of the proposed improvements was given, schedule was discussed, questions were answered, and comments were solicited. There were several items presented at the meeting as options. Staff specifically sought input regarding these options for use in refining project scope and details. A project questionnaire was mailed out to Mainstreet stakeholders with the meeting invitation. The questionnaire is designed to collect input which will be useful to project scoping, to date I have received eight completed questionnaires. Since the meeting, Bolton & Menk have focused the project scope and begun preliminary plans based on public input and City staff direction. At the work session, City and Bolton & Menk staff will present an update on the proposed improvements, estimated cost, schedule, and next steps.
