Staff recommends the following motion: adopt Resolution 2014-027 ordering the preparation of a feasibility
report for 2015 Mainstreet Improvements.
This action is the first step in the process of an assessable project for utility improvements.
Overview
Staff is preparing for rehabilitation of the Mainstreet corridor in 2015. Initially, the project scope included
mill and overlay of the street, curb repair, and pedestrian improvements. The scope has expanded as the
project has developed, and now includes utility and drainage repairs, lighting improvements, replacement of
streetscape amenities, and aesthetic corridor elements. The proposed utility work includes replacement of the
water main between 11'' Avenue and 5h Avenue. The water main replacement necessitates water service
replacements for the buildings served from Mainstreet along this stretch. Buildings with water services from
Mainstreet that will be impacted by the main replacement are located between 11'' Avenue and 8h Avenue.
The water service replacement costs will be assessed against these properties.
The assessment process is governed by Minnesota State Statute 429, which the city must follow in order to
assess the water service work. Ordering this feasibility report is the first step in the process. Pending approval
of this action the City's project consultant, Bolton & Menk, will prepare the report.

RESOLUTION 2014-027
RESOLUTION ORDERING THE PREPARATION OF A FEASIBILITY REPORT FOR
MAINSTREET IMPROVEMENTS
CITY PROJECT 2014-08
WHEREAS, Mainstreet is in need of rehabilitation; and
WHEREAS, City staff is requesting that certain water services be replaced in conjunction with
the street rehabilitation and water main replacement; and
WHEREAS, these water services will be replaced under the City's assessment policy even
though no petition for the replacements have been submitted; and
WHEREAS, the first step in the assessment procedure is the ordering of a feasibility report.
NOW THEREFORE, BE IT RESOLVED by the City Council of Hopkins, Minnesota, that the
proposed improvements be referred to the firm Bolton & Menk, Inc. for study and that they be
instructed to report to the Council with all convenient speed advising the Council in a preliminary
way as to whether the proposed water service replacements are necessary, cost-effective, and fea-
sible and as to whether it should best be made as proposed or in connection with some other im-
provement, and the estimated cost of the improvement as recommended.
