Proposed Action.
Staff recommends that the Council approve the following motion: Move for adoption of first
reading of Ordinance 2014-1073 amending Section 703.03 of the Cit Code.

Council on June 29, 1993 adopted an amendment to City Code Section 703.03 that clarified the
provision of partial pre -payments prior to certification to Hennepin Co-unty. The current City
Code allows an owner to pre -pay not less than 25% of the assessment. Amending Section
703.03 will allow owners to pre -pay $100.00 or 25% of their assessment, whichever is less.
Primary Issues to Consider.
How does the amendment impact owners
With larger assessments, it is difficult for some owners to pay the minimum of 25% as
current City Code requires. Changing the wording will allow owners to make affordable
payments to the City, thus helping to reduce the assessment balance certified to Hennepin
County. For example, the partial pre -payment for a $6,000 assessment under the current
ordinance is $1,500.00. Under the proposed ordinance, the partial payment in this
example could be as low as $100.00.

THE CITY COUNCIL OF THE CIT`.' OF HOPKINS DOES ORDAIN:
SECTION 1. The Hopkins City Code Section 703.03 is hereby amended by substituting a new
paragraph to read as follows:
703.03 Pre -payment. At any time prior to certification of the assessment by the City to the County
Auditor, an owner may pre -pay not less than SI00.00 or 25% of the assessment, whichever is less, with.
interest accrued to the payment date, except that no interest shall be charged if such partial payment is
made within 30 days from the adoption of the assessment. The balance remaining shall be paid in
accordance with the schedule adopted by the City Council or as provided in Minnesota. Statute Section

SECTION 2. This Ordinance is effective on August 1.4, 2014.
