Subject: Park System Reinvestment Plan
Staff and Park Board members would like to discuss and seek City Council approval to proceed
with the development of a Hopkins Park System Reinvestment Plan. When completed, the
proposed plan would be illustrative/graphic in nature, easy to use, and beneficial for city staff,
public officials, and Hopkins residents. The plan would set the direction and allocation of funds
for the park system for the next 10+ years.
The Hopkins Park Board feels strongly that we need to step-up the reinvestment in our parks to
revitalize them and bring them up to a standard comparable with other metro area cities. Most
of the park buildings are 50+ years old, many play sets are 20+ years old, resident/park user
demographics are changing and we want to be forward-looking in planning for park
revitalization. The Board greatly appreciates that we now have a stable and adequate funding
source for park improvements. Our residents appreciate our parks and green spaces and
recent city-wide surveys have included high ratings in regards to park conditions and
maintenance. However, in order to continue to meet resident expectations we need a
concerted. effort to refresh and renew our parks. The Park Board wants to invest wisely in our
parks to meet future needs. Toward those ends, the proposed Park System Reinvestment Plan
will guide us in setting standards, assessing needs, engaging the community, setting individual
park recommendations/improvement plans along with implementation strategies.
The attached work program describes the process and tasks necessary to complete a Hopkins
Park System plan. The Park Board has reviewed and discussed this proposed plan and would
like City Council approval to enter into an agreement with Hoisington-Koegler Group, Inc. for its
preparation. The cost to prepare the plan is $39,800, the fee schedule is also attached.

The plan will be illustrative/graphic in nature, easy to use, and beneficial for city staff, public officials,
and Hopkins residents. The plan will set the direction and allocation of funds for the park system for the
upcoming years.
Park Board/Steering Committee
HKGi is proposing the creation of a steering committee for the park system plan. It should include the
Park Board, Key city staff, and other stakeholders identified by the Park Board and City
Role of City Staff
Steve Stadler will be the contact person/representative of the plan to the City Council. City staff will also
provide input throughout the process in staff meetings and as part of the steering committee.
Public Engagement
An online survey is proposed early in the process for needs assessment purposes.
After system objectives and individual park recommendations are drafted, we will hold an open
house/input session to get feedback from the community. An option would be to hold the community
open house/input session at an event that is already occurring such as the concert series or the farmers
market.
The draft plan will be posted online for additional public comment.

■ Review relevant background plans and studies and utilizing CAD base information and parcel level
GIS data provided by City, prepare appropriate base mapping incorporating updated locations of all
parks and trails. Prepare/update the regional context map illustrating existing and planned and
potential connections to area regional trails.
■ Synthesize existing plans for parks and park system.
■ Meet with representatives of the School District, Minnetonka Recreation staff, and representatives of
youth sports organizations to gain an understanding of their current operations, future needs and
relationship to city funded recreational opportunities.
■ Prepare a system/park inventory that includes parks in the Hopkins system that includes, to the
extent possible:
o Size
o Location/Service Area
o Existing features
o Existing plans
o Age/Age estimates
o Condition

TASK 2 — SYSTEM NEEDS ASSESSMENT AND DIRECTION
■ Evaluate the Hopkins park system for service areas and gaps in service areas and connectivity to the
parks for Hopkins residents and visitors.
■ Design and conduct an online survey to gather feedback on the park system and individual parks to
help direct future system investments.
■ Evaluate the Hopkins park system in comparison to peer communities. Condition, park standards
(i.e. what features/opportunities are in a neighborhood park?), and typical parks from neighboring
communities will be presented to determine where Hopkins stands in comparison to its neighbors.
■ Develop a trends presentation with an overview of national, local, and Hopkins specific trends in
parks and recreation
■ As a means of defining what Hopkins' park and recreation system should be like in the coming
decades, HKGi develop a set of objectives for the system — "What should Hopkins' parks be like
when we are done?". In consultation with city staff and considering input from the online survey, the
initial statement of objectives will address reinvestment in parks and recreation for efficient and
impactful use of resources and funds.
■ Outline a Comprehensive Park System Plan framework addressing demographic changes, existing
and proposed land use, park standards and existing parks. This will help identify system -wide
elements and desires. This framework will help update Hopkins' standards for different types of
parks in the city.
■ Meet with the Hopkins Park Board/Steering Committee to discuss the project, review trends,
framework information, and to review and modify the objectives and standards.
■ Forward a summary of the framework information to staff for presentation to the City Council and
Planning Commission for review and comment.

TASK 3 — INDIVIDUAL PARK PLANS
■ Develop recommendations for each park, based on the inventory, identified needs, and system wide
framework. These will become the basis for the Capital Improvement Plan in Task 4.
■ Develop preliminary concept plans for 3 "Focus Parks" in the community. These are parks that may
see significant change and need more specific site planning in order to budget for their
improvements. Designs will be developed in a charrette format where stakeholders and community
members are invited into a daylong workshop to develop concept plans for "Focus Parks" These
concept plans will be refined, illustrated, and finished building on work completed and input
gathered at the charrette.
■ Open house/"Go to where they are" meeting (farmers market, concerts in the park, or other) to show
park recommendations and plans and get feedback from the community. As an alternative, based on
recommendations from staff, a packet may be sent out asking for responses to proposed
improvements at local neighborhood and community parks.
■ Forward the summary of the assessment phase of the project to staff for presentation to the City
Council and Planning Commission for review and comment.

TASK 4 — DRAFT PARK SYSTEM REINVESTMENT PLAN
■ Prepare the Draft Park System Reinvestment Plan. Content of the plan will include an analysis of the
existing system, recommendations for existing parks, "Focus Park" concept plans, the identification
of future park needs, recommendations on improving community connections, and implementation
strategies. Work with City Staff to develop Operations and Maintenance strategies.
o As part of the implementation section, HKGi will work closely with staff to prepare a capital
improvement plan, identifying upcoming expenditures by cost and year.
■ Conduct a work session with city staff to review the draft plan and prioritize initiates for
implementation.
■ Meet with the Hopkins Park Board/Steering Committee to review the draft and confirm the overall
direction and initiatives.
■ Forward a summary of the draft plan to the City Council and Planning Commission for review and
comment. HKGi will attend the City Council meeting to present the plan with Steve Stadler.
■ Forward a summary of the draft plan to other stakeholders (School District, Minnetonka Recreation
staff, and representatives of youth sports organizations, others?) for review and comment.
■ Put the draft plan online along with a comments section to obtain community feedback

■ Meet with city staff to review the outcome of the community community and stakeholder feedback
on the draft plan.
■ Prepare final Comprehensive Park System Plan. HKGi will prepare the Hopkins Comprehensive
Park System Plan based on the review and feedback received on the draft plan.
■ Meet with city staff to review the final plan.
■ Meet with the Hopkins Park Board/Steering Committee to review the final plan.
■ Forward the final plan to staff for presentation to the City Council and Planning Commission for
review and approval. As an option, HKGi would also be at the City Council meeting for presentation
of the plan.
■ Provide a final printed and .pdf copy of the document.
■ Prepare a project summary that includes all of the information gathered at the community meetings
as well as all mapping (GIS files) and graphics generated as part of the project.
