PROJECT INTRODUCTION
This report examines the proposed watermain and sanitary sewer improvements along Mainstreet
from 5' Avenue to 11' Avenue. This work is proposed to be completed as part of the 2015
Mainstreet Improvement Project. Consistent with City policy, the pavement rehabilitation costs of
the project are not proposed to be assessed to adjacent property owners. Similarly, the costs of
replacing the watermain is also not proposed to be assessed to adjacent property owners.
Therefore, this report is intended to focus solely on water and sanitary sewer service work that is
intended to be assessed consistent with City policy and as allowed by MN Statute 429 for Special
Assessments.
BACKGROUND
Preliminary plans for pavement rehabilitation and reconstruction along Mainstreet from 5'
Avenue to 20' Avenue in the City of Hopkins were initiated in January, 2014. Following
discussions with City Staff and area property/business owners, regarding the current age and size
of watermain between 11' Avenue and 5' Avenue it was decided to add this six -block stretch of
watermain replacement to the project scope. Along with the watermain replacement, water
services and sanitary sewer service connections were also evaluated. There are multiple
properties in the project area that do not have their own utility services connection from the sewer
main but instead share a common service from the main.
Consistent with past practice in Hopkins, water and sanitary sewer services are proposed to be
funded in part by special assessments and are eligible given their ownership by each individual
property. This report, and the public engagement processes utilized to produce it, will be used as
the basis for final design. This report is also a required step in the State of Minnesota Chapter 429
process for special assessments.
EXISTING CONDITIONS
The existing watermain along Mainstreet is 12" diameter ductile iron pipe to the west of I Ith
Avenue. This main was installed as part of a 1991 reconstruction of Mainstreet and provides
adequate capacity for projected downtown redevelopment. The 1991 project did not address
watermain between 11' Avenue and 5' Avenue. The existing watermain between I Ith and 5`h
Avenues is 8" cast iron pipe and was installed in the early 1950s. Given the 60+ year age of the
existing watermain, the benefits of matching size of the 1991 main west of I Ith Avenue, and
opportunity for improvement and redevelopment created by the project, it was determined
replacement of the watermain between I Ith and 5t' Avenues is appropriate and was included in
the scope of the project.
Service lines in the watermain replacement area range from 3/4 -inch to 2 -inch for domestic lines
and 2'/z -inch to 8 -inch for existing fire service lines. Several properties do not have an existing
fire line. Water service pipe materials may be copper, galvanized steel, lead, or ductile iron pipe.

The existing sanitary sewer main varies between 8 -inches and 15 -inches. The original material
was clay but a fair amount of the sewer main has been lined with a cured -in -place -pipe material
that was installed in the early 1990s, at least partly with the 1991 reconstruction project. It is
unclear at this time whether private agreements exist between properties to share, maintain, and
ultimately replace these service lines.
4. PROPOSED IMPROVEMENTS
As noted above, it is proposed to replace the 12 -inch watermain along Mainstreet from 5t'
Avenue to I Ith Avenue. Due to a history of leaks at connections made to existing services within
the roadway, the City of Hopkins requires connections be made at the property line, or if not
feasible, as close to the property line as possible with the goal of at least extending the service
outside the new roadway. Additionally, with expanding fire codes it is ideal that each property be
provided a service capable of supplying water service meeting current and hopefully meeting
future fire codes. Therefore, it is proposed to replace all water services between 5' Avenue and
11 `r` Avenue, and provide fire lines for each property. It is noted the bulk (26) of the water
services are located between $t` Avenue and I Ith Avenue, with an additional three proposed
service lines between 5t' Avenue and 6t` Avenue.
Proposed water services typically include a 6 -inch ductile iron pipe (or 8 -inch if one exists). The
service line extends from the 12 -inch main line to approximately 10 feet behind the back of curb
where it will then be connected to the existing water service if one exists. If multiple service lines
(domestic and fire) exist today at a property, connection will be made to both lines from the new
service line. At addresses which share service with another address today, a water service will be
stubbed out so it can serve that address when at such time it is needed either due to
redevelopment, property split, or infeasibility of replacement of the shared line within the
building. This improvement will make service available to serve each property without need to
impact Mainstreet should those conditions present themselves in the future
The need for additional sanitary sewer service stubs for potential redevelopment was also
reviewed. Review was conducted for properties which share a sanitary service with another
property today, similar to proposed water service stubs. Consideration was given to installation of
a new sanitary sewer stub to provide service at such time it is needed either due to redevelopment,
property split, or infeasibility of replacement of the shared line within the building when it
becomes necessary. The results of this review noted that no properties are in need of a new
sanitary sewer service.
Twenty nine properties will have water services replaced or added as a part of the project. Figures
1 and 2 illustrate properties that are proposed to have water services replaced or installed as a part
of the project. Preliminary plans are provided to illustrate the proposed work.

S. PROPERTY OWNER MEETINGS & PUBLIC ENGAGEMENT
Public input on these improvements has been taken through neighborhood questionnaires, public
meetings, and ongoing routine communication such as in-person and over the phone discussions.
An informational meeting was held on July 2, 2014 to discuss proposed assessments. Four
property owners attended. The format of the meeting included a presentation and the project team
fielded questions and comments voiced by attendees throughout the presentation. The
presentation provided an overview of the project and a review of the proposed water and sewer
service replacement consistent with the content of this report. A range of estimated assessments
amounts between $3,200 and $7,000 per service line, with an average of $4,500 per service line.
It was noted some properties may carry multiple service lines.
Two attendees also returned comment cards/questionnaires with information about their property.
In general, attendees did not express concern about the water service replacement with regard to
their necessity or estimated cost, but seemed surprised to learn water and sewer services are
owned by individual property owners from their building to the mains in the street. None of the
property owners in attendance knew whether their service was shared with another property.
The project team also noted the complexity of the sewer and water service layout on Mainstreet
and that information presented at the meeting was subject to change based on information
provided by property owners regarding their utility service needs and other ongoing research. The
attendees were informed additional mailings and meetings with the City Council would be
forthcoming. Contact information for questions and concerns were also provided to the attendees.
6. ESTIMATED COSTS
Estimated construction costs for the water services were calculated utilizing recent bid prices for
projects with a similar project scope. Final costs and assessments will be determined using
construction costs of the proposed work based on bids by the lowest responsible bidder for the
project as a whole. The estimated construction cost of the water service improvements is
$119,775.00. The estimated cost of the each water service replacement is between $1,650 and
$6,150, varying based on the estimated length size of service pipes. The average preliminary
assessment amount is roughly $3,900 over the 29 proposed properties to be assessed. The
preliminary assessment roll is attached as Appendix A.
The estimated costs and preliminary assessments are based on public construction cost
information. Since the consultant has no control over the cost of labor, materials, competitive
bidding process, weather conditions and other factors affecting the cost of construction, all cost
estimates are opinions for general information of the City and no warranty or guarantee as to the
accuracy of construction cost estimates is made. It is recommended that costs for project
financing should be based upon actual, competitive bid prices with reasonable contingencies.

7. PROJECT FUNDING
The watermain improvements will be paid for 100% by the City with its utility fund. Service lines
are owned by the individual property owners. For commercial properties, City Policy dictates
100% of the cost of service replacement be the responsibility of the property owner.

9. FEASIBILITYAND RECOMMENDATION
From an engineering standpoint, this project is feasible, cost effective, and necessary and can best
be accomplished by letting competitive bids for the work. It is recommended that the work be
done under one contract in order to complete the work in an orderly and efficient manner. The
City, its financial consultant, and the persons assessed will have to determine the economic
feasibility of the proposed improvements.
