CR 2014-084 Approve Professional Services Agreement - Park System Reinvestment PlanJuly 31, 2014 1-10 P K a N S Council Report 2014-084 Approve Professional Services Agreement — Park System Reinvestment Plan Proposed Action Staff recommends adoption of the following motion: Move that Council approves the selection of Hoisington-KoegIer Group, Inc. to develop a Park System Reinvestment Plan and authorize the Mayor and City Manager to execute the professional services agreement in the amount of $39,800. Overview The Hopkins park system is in need of reinvestment in facilities and other infrastructure. Studies have shown that when deciding where to live, the top three considerations used by prospective residents include: quality of schools, access to transportation and quality of parks. City-wide resident surveys here have consistently shown that Hopkins residents highly value and appreciate their parks. In order to continue to meet resident's expectations and keep a sustainable park infrastructure, a concerted, well -thought out plan is needed to renew the parks for the future. The proposed Park System Reinvestment Plan will set the direction and allocation of funds toward improving the park system over the next 10+ years. Accordingly, the work necessary to develop the plan will include- agreeing on park standards, assessing our needs, engaging the community and other stakeholders and reviewing funding avenues to help :set individual park recommendations and long term improvement plans. The plan will be illustrative & graphic in nature, easy to use, and beneficial for city staff, public officials and Hopkins residents. It is anticipated the plan would be completed by April, 2015. Hoisington-Koegler Group, Inc. (HKG) is a well-established and respected urban design, planning & landscape architectural firm that the City has hired or worked with many times over the past 20 years. They have completed numerous park system master plans for many outstate and metro area cities. HKG is currently about 75% complete with work on a City of Elk River park system master plan. City representatives have reported that they are very pleased with the work done by HKG to - date. Park Board/Steering Committee HKGi is proposing the creation of a. steering committee for the park system plan. It should include the Park Board, Key city staff; and other stakeholders identified by the Park Board and City :Role of City Staff Steve Stadler will be the contact person/representative of the plan to the City Council. City staff will also provide input throughout the process in staff meetings and as part of the steering committee. Public Engagement An online survey is proposed early in the process for needs assessment purposes. After system objectives and individual park recommendations are drafted, we will hold an open house/input session to get feedback from the community. An option would be to hold the community open house/input session at an event that is already occurring such as the concert series or the farmers market. District, Minu.etonka Recreation staff, and representatives of youth sports organizations to gain an understandinng of their current operations, future needs and relationship to city funded recreational opportunities. These will become the basis for the Capital Improvement flan in Task 4. Develop preliminary concept plans .for 3 "Focus Parks" in the community. These are parks that may see significant change and. need. metre specific site planning in order to budget for their improvements. Designs will be developed in a charrette .format. -where stakeholders and community members are invited into a daylong, workshop to develop concept plans for "Focus Parks." These concept plans will be refined, illustrated, and finished building on work completed and input gathered at the charrette. Prepare final Comprehensive Park System. Plan.. HKGi will prepare the Hopkins Comprehensive Park System Plan based on the review and feedback received on the draft plan. Meet with city staff to review the final plan. Meet with the Hopkins Park Board/Steering Committee to review the final plan. Forward the final plan to staff- for presentation to the City Council and Planning Commission for review and approval. As an option, I'JKGi would also be at the City Council meeting for presentation of the plan. Provide a final printed and .pdf copy of the document. Prepare a project summary that includes all of the information gathered at the community meetings as well as all mapping (GIS files) and graphics generated as part of the project.
