This action continues an assessable project for street improvements. Overview. At the August 4, 2014 meeting, the Hopkins City Council accepted a feasibility report concerning utility service improvements on Mainstreet and ordered a public hearing on the improvements for September 2, 2014. Hearing notices have been mailed to all affected property owners of record. In accordance with state statutes, City Council needs to conduct the public hearing and determine authorization of the project. Following the public hearing, if the project is ordered, City Council is asked to state the City's intent to sell bonds to fund the project. The feasibility report analyzed only the water and sewer service work because the report is a requirement of the Minnesota statutory process for special assessments, and water and sewer service improvements are proposed to be assessed. No other costs associated with the 2015 Mainstreet Project are proposed to be assessed. As such, only the water and sewer improvements were discussed in this report. The water main is proposed to be replaced along Mainstreet between 51' Avenue and 11th Avenue. The existing main through this stretch of the corridor is undersized and over 60 years old. Replacement of the water main necessitates replacement of affected water services. All properties from 5th Avenue to 11th Avenue were evaluated to determine if their service was affected by this work. Twenty-nine (29) water service lines are proposed to be replaced as part of this project. The sanitary sewer through the corridor was analyzed and determined to be in good condition. It was also determined that no additional sewer stubs are needed. Other improvements that will be completed as a part of this project include, mill and overlay of the pavement from 5th Avenue to 20th Avenue, addition of storm sewer and replacement of structures as necessary, sidewalk replacement as necessary, pedestrian crossing and ramp improvements to Americans with Disabilities Act (ADA) standards, replacement of traffic signal equipment, street lighting upgrades and installation of LED fixtures, replacement and repair of streetscape amenities, and corridor landscaping. • Public Input A public informational meeting regarding the water main and sanitary sewer service improvements was held on July 2, 2014. The meeting format consisted of a presentation of the overall Mainstreet project scope, but focused more detailed discussion on water and sanitary sewer service issues and rationale for replacement. The meeting invitation was sent to all property owners between 5th Avenue and 11th Avenue, four (4) property owners attended the meeting. All owners who attended the meeting were supportive of the project. Two attendees returned comment cards from the meeting with information about their property. Bolton & Menk staff contacted several additional property owners that have an assessment proposed for their property, and met with several others in person to discuss concerns. Through this process some properties that were originally thought would be affected by an assessment have been ruled out. A public informational meeting to present the finalized overall plan for Mainstreet was held August 6, 2014. Detailed information on construction impacts, project phasing, and schedule was also discussed. The meeting was well attended and those in attendance were generally supportive of the project and indicated they found the meeting useful. • Costs and Assessments The total estimated construction cost for the water service replacements is $119,775.00. This estimate is based on construction cost data from similar past projects. The entire amount is proposed to be assessed, as the City has historically assessed 100% of utility service costs for commercial properties. The preliminary assessment roll and a map of properties to be assessed are included in the Appendix of the feasibility report. The estimated assessments range from $1,650 to $6,150, the average assessment is approximately $3,900. The estimated costs for this project are as follows: PIR $1,454,900 Assessments 119,775 Municipal State Aid 1,630,000 HSIP Federal Grant 661,000 Water Fund 277,500 Total $4,143,175 The CIP budget for the project is $4,000,000. Typically, project bid totals are less than the estimate.
