Adopt Resolution 2014-058, Authorizing Hennepin County's Transit Oriented Development Program Grant Application - Oxford Village Apartmentssr, October 7, 2014 Council Report 2014-113 Hennepin County's Transit Oriented Development Program Grant Application Authorization — Oxford Village Apartments Proposed Action Staff recommends adoption of the following motion: Move to approve Resolution 2014- 058 Authorizing Application for a Grant from Hennepin County's Transit Oriented Development Program for the Artery Corridor. Overview The Hennepin County Housing and Redevelopment Authority (HCHRA) is making grant funds available to support public and private multi -jurisdictional transit -oriented development (TOD) projects located along Hennepin County transit corridors where transit service is frequent and high capacity. TOD Program funds are intended to supplement existing private and public resources in support of transit -oriented development. Eligible uses of funds must demonstrate a public purpose, and may include - 1 . nclude:1. Installation of public infrastructure improvements, including pedestrian and bicycle facilities that improve pedestrian, bicyclist, and transit rider safety and ease of use; 2. Clearing acquired property and installation of streets, utilities, and site improvements for uses in accordance with the redevelopment project; 3. Acquisition of real property for the purpose of removing, preventing or reducing blight, blighting factors or the causes of blight. PPL is seeking $300,000 from the program funds for the purpose of exterior lighting around the development, indoor and outdoor bicycle racks, a bike maintenance facility for residents, site excavation and regrading, landscaping materials and installation, and construction of the access alley on the south side of the property. Supporting Information • Resolution 2014-058 Meg Beekman Community Development Coordinator Council Report 14-113 Page 2 Financial Impact: $ Budgeted: Y/N Source: Related Documents (CIP, ERP, etc.)- Notes- Alternatives tc.):Notes: Alternatives The Council has the following alternatives: Approve Resolution 2014-058 Approve Resolution 2014-058 with changes Deny Resolution 2014-058 and opt not to support PPL's application for grant funding RESOLUTION NO. 2014-058 CITY OF HOPKINS, MINNESOTA RESOLUTION AUTHORIZING AN APPLICATION FOR A GRANT FROM HENNEPIN COUNTY'S TRANSIT ORIENTED DEVELOPMENT PROGRAM FOR THE ARTERY CORRIDOR WHEREAS the City of Hopkins is eligible to make application for grant funds from Hennepin County's Transit Oriented Development Program; and WHEREAS the City wishes to submit an application requesting grant funds from the Hennepin County Transit Oriented Development Program; and WHEREAS the grant funds will be used by Project for Pride in Living, Inc on their Oxford Village Apartments project for exterior lighting around the development, bike racks, bike maintenance facilities for residents, site excavation and regrading, landscaping materials and installation, as well as construction of the access alley at the southern border of the development. WHEREAS the Hennepin County Transit Oriented Development Program Guidelines require approval by the governing body of the City for submission of a grant application to the Hennepin County Transit Oriented Development Program; and WHEREAS the City has the institutional, managerial and financial capability to ensure adequate project administration for any grant funds received; and WHEREAS the City certifies that it will comply with all applicable laws and regulations as stated in the contract agreements; NOW THEREFORE BE IT RESOLVED that, after appropriate examination and due consideration, the governing body of the City supports the submission of a Transit Oriented Development Program grant application to the Hennepin County Housing and Redevelopment Authority for the proposed Oxford Village Apartments project and that the City Manager is hereby authorized to apply to the Hennepin County Transit Oriented Development Program on behalf of the City of Hopkins as well as execute such agreements as are necessary to implement the project on behalf of the City.
