Staff recommends that the Council approve the following motion: Move that the Hopkins City
Council approve Ordinance 2014-1078 Amending Section 345 of the Hopkins City Code
Absentee Ballot Board for second reading.
There have been no changes in this ordinance since the first reading.

ORDINANCE AMENDING SECTION 345 ABSENTEE BALLOT BOARD
OF THE HOPKINS CITY CODE
THE COUNCIL OF THE CITY OF HOPKINS HEREBY ORDAINS AS FOLLOWS:
Section 1. Hopkins City Code Section 345 is amended by adding the following underlined language
and deleting the strikethrough language:
345.03 Appointment. An Absentee Ballot Board shall be a board of two or more election
judges appointed by the City Council as provided in Sections 204B.19 to 204B.22 if the Minnesota
Election Law.
345.05 Duties. The Absentee Ballot Board election judges shall meet and take receipt of all
return absentee ballot envelopes from the City Clerk at City Hall. The election judges shall examine
and process said absentee ballots pursuant to Minn. Stats. Section 203B.001 et seq. shall be
responsible for the following duties:
1.Receive all absentee ballots for city, primary, and general elections.
2.Check the registration of each absentee ballot against the permanent voter registration
file.
3.Accept or reject absentee ballots pursuant to Section 203B.12 of the Minnesota Election
Laws.
4.Verify that the information submitted on new registrations is complete.
5.Deliver all accepted ballots to the election judges at each precinct polling place, leaving
the ballots sealed in the ballot envelope and then placed inside the return envelope with
new registration cards or in the case of a previously registered voter, leaving the return
envelope sealed.
Section 2. The effective date of this ordinance shall be the date of publication.
