Subject: Metropolitan Council Lift Station project update
The Metropolitan Council is scheduled to begin construction of their new lift station in the fall of
2015. As you know, they intend to construct the new lift station on the 402 Hiawatha Ave
parcel. They held an informational public open house on Nov 19 — a summary of the open
house is attached + a project information sheet.
The Metropolitan Council is scheduled for a site plan review at the January Zoning & Planning
meeting.
At the work session, staff will review the project with the City Council and take questions.

November 19, 2014
Open House Overview
An informational public open house was held for the Metropolitan Council Environmental
Services (MCES) Hopkins Lift Station L27 Project on Wednesday, November 19, 2014. The
purpose of the public open house was to provide information about MCES's decision on the
location of the new Lift Station L27 in Hopkins and associated sewer and street reconstruction
projects, as well as to hear comments from the public related to the site plan for the new lift
station.
The public open house was held from 6-8 p.m. on November 19, 2014, at Eisenhower
Community Center, located at 1001 Highway 7, Hopkins. The event was conducted in an
informal open house format with visual displays, handouts and opportunities to provide written
comments and speak with project staff.
A total of ten people attended the open house. Staff from MCES, HR Green, the city of Hopkins
and Zan Associates answered questions and took comments.
Open House Marketing
The public open house was advertised through several methods and media:
• Postcard invitations were mailed to hundreds of residents around the project area, within
the approximate boundaries of Hwy. 7, Hwy. 169, Texas Ave. and 2"d St. NE.
• Advertisements were placed in the Hopkins Sun Sailor (both printed and on-line).
• Information was posted on the MCES, city of Hopkins and Blake Road websites.
• Email notifications were sent out to those who had attended previous project meetings.
• A news release was distributed to local media.
Public Comments
Written comments from three attendees were received at the open house:
• Thank you, looks great at last.
• Looks good!
• Happy it's not going to be in the park. The new location works better and looks like a
good plan.
Project staff also frequently heard verbal comments and questions related to the following
topics:
• New lift station location—why did it move?
• Road reconstruction—questions regarding access impacts, duration, etc.
• Concerns about impacts to adjacent properties and the neighborhood.
• Disposition of the existing house (moved or demolished)
• Lift station site maintenance ---neighbors would like to ensure that the site is maintained
and secured.
• Site landscaping and architectural appearance of the structure.
• Questions about what a lift station is and how it works.
Hopkins Sanitary Seer Lift Station Reconstruction

Project Background
49 The Metropolitan Council approved a Facility Plan in February 2010 to reconstruct its regional sanitary
sewer lift station in the City of Hopkins and to rehabilitate and construct a new force main sewer
interceptor from the new Hopkins lift station through St. Louis Park and part of Minneapolis.
Due to constraints with the existing lift station site at the northwest corner of the intersection of Blake
Road and Lake Street, the Metropolitan Council evaluated other potential sites and selected Oakes Park
as a new site for the lift station. The Hopkins City Council approved this site Sept. 19, 2011.
Further environmental review found that the federal Land and Water Conservation Fund Act and its
provisions for funding previous Oakes Park improvements does not allow other uses in the park.
® The Metropolitan Council re-evaluated the other sites and contacted surrounding property owners to see
if there were any willing sellers. The Council purchased the parcel at 402 Hiawatha Ave. in August 2014.

A map showing the location of the new sanitary sewer lift station is on the back of this fact sheet.
In addition to construction of the new sanitary sewer lift station, local sewer reconstruction will occur
along Lake Street between Tyler Avenue and Texas Avenue. This reconstruction will include new force
mains and reconnection of City sewers.
Estimated Project Timeline
® The Metropolitan Council will:
o Submit a Site Plan Review for the City of Hopkins Planning Department to review by January 2015.
A presentation to the Hopkins City Council will follow.
Q Remove or raze the existing house on the site by approximately April 2015.
o Advertise the construction project for bids in May 2015.
o Award contract and begin sanitary sewer lift station construction in fall 2015; complete construction
and site restoration by spring 2017.
o Construct force main and City sewer reconnections along Lake Street between Tyler Avenue and
Blake Road in 2016.
o Replace force main east of Blake Road in 2017 to coincide with previously planned City of Hopkins
street improvement.
