MINUTES OF HOPKINS HRA REGULAR MEETING
December 2, 2014
A regular meeting of the Hopkins Housing and Redevelopment
Authority was held December 2, 2014, at Hopkins City Hall.
Present were Chairman Eugene Maxwell and Commissioners Molly
Cummings, Jason Gadd, Kristi Halverson and Cheryl Youakim. Also
present were Executive Director Mike Mornson, Assistant
Executive Director Kersten Elverum and City Attorney Jerry
Stainer.

The meeting was called to order at 7:03 p.m.

Commissioner Halverson moved, Commissioner Cummings seconded,
to approve the consent agenda. The motion was approved
unanimously.

adjourn the meeting. The motion was approved unanimously. The
meeting adjourned at 7:05 p.m.

2015 Meeting Calendar as approved by the Hopkins City Council on December 16, 2014,

Overview
The City Council, at their December 16 meeting, approved a meeting calendar for the
upcoming year. The purpose of this calendar is to make adjustments based on known
conflicts. The calendar also identifies specific meeting dates for the HRA. The board is
now being requested to take official action adopting this calendar.

APPROVAL OF HOPKINS HRA REVISION OF ADMISSIONS AND
CONTINUED OCCUPANCY POLICY
Proposed Action.
Staff recommends approval of the following motion: Adopt Resolution #500, authorizing
approval of revised Admissions and Continued Occupancy.
Overview.
Each year we review the policies for HRA in relation to the way we process applications,
and conduct business with our current residents.
To help in the review and update the HRA utilized a template by Nan McKay &
Associates. This organization is the industry leader in policy for public housing
programs. Overall our Admissions and Continued Occupancy Policy (ACOP) looks
different in the layout and organization and includes further definitions and explanations.
No significant changes are represented. The ACOP now includes additional sources for
various policy decisions and references the federal regulations where appropriate.

Have public comments been received regarding the plan?
Public comments in the form of questions from tenants have been received. Most of the
questions received were directly related to questions/requests for further explanation of
existing policies. These questions were responded to verbally. Individual appointments
were held with each resident at or close to the minimum rent. Additional notice will be
provided to them as the effective dates for the new rents and schedule of charges is set for
April 1, 2015.
The final opportunity will exist for public comment at the Public Hearing on
January 6, 2015, at 7:00 p.m.
Alternatives.
The HRA Board of Commissioners has the following alternatives available for
addressing this issue:
• Adopt Resolution and approve the revised Admissions and Continued Occupancy
Policies.
• Continue for additional information.

RESOLUTION APPROVING THE HOPKINS HRA REVISION OF THE
ADMISSIONS AND CONTINUED OCCUPANCY POLICY
WHEREAS, the Housing and Redevelopment Authority In and For the City of
Hopkins, Minnesota, (the "Authority") operates a Low Rent Public Housing Program;
and
WHEREAS, the Authority, as a requirement HUD, each HRA must have an
Admissions and Continued Occupancy Policy Statement; and
WHEREAS, the Authority, has established and revised such policies previously.
NOW, THEREFORE, BE IT RESOLVED, that the Authority Board of
Commissioners hereby approves the revision and updated form of the Admissions and
Continued Occupancy Policy.

APPROVAL OF HOPKINS HRA ANNUAL & FIVE-YEAR ACTION PLAN
Proposed Action
Staff recommends approval of the following motion: Adopt Resolution #501, authorizing
approval of PHA Annual Plan and FIVE -Year Action Plan, and subsequent submission to
HUD.
Overview
The objective of the Annual & Five -Year Action Plan is to describe the plans for capital
projects over the next five years. The Plan details the needs and the priorities for
upcoming work and provides estimates for each.
Federal regulations were published regarding the format and timeline for submission of
these plans. The Department of Housing and Urban Development developed the
template for all Housing Authorities to use for electronic submission of the Annual and
the Five -Year Action Plan. We are to submit these plans and additional forms and
paperwork following the approval by the HRA Board.

Analysis
What type of plan will the Hopkins HRA need to submit?
The Hopkins HRA is required to submit both the updated Annual and Five -Year Action
Plans each year. This year, we are making a change in the plans to accommodate a
possible project utilizing GO BONDS from the Minnesota Housing Finance Agency. If
we are not funded we would make a revision when the forms are submitted to HUD later
this year.

RESOLUTION APPROVING THE HOPKINS HRA 5 -YEAR PLAN AND THE
ANNUAL AGENCY PLAN AUTHORIZING THE CHAIRMAN AND EXECTIVE
DIRECTOR TO EXECUTE THE CERTIFICATIONS NECESSARY FOR
SUBMISSION TO HUD.
WHEREAS, the Housing and Redevelopment Authority In and For the City of
Hopkins, Minnesota, (the "Authority") operates a Low Rent Public Housing Program;
and
WHEREAS, the Authority, as a requirement of the Quality Housing and Work
Responsibility Act of 1998, finds it necessary to implement a five-year agency plan and
an annual agency plan; and
WHEREAS, the Authority has established a process to address the ongoing
capital needs of Dow Towers and utilize the Capital Funds for these purposes and plan
for possible projects over the next five years by the developing the 5 -Year Plan; and
NOW, THEREFORE, BE IT RESOLVED, that the Authority Board of
Commissioners hereby approves the Annual PHA Agency Plan and 5 -Year Plan.

2015 CAPITAL FUNDS PROGRAM
Proposed Action.
Staff recommends adoption of the following motion: Adopt Resolution 502, authorizing_ HRA
Board and Executive Director to accept and use the 2015 Capital Funds.
With approval of this motion, the HRA Board and the Executive Director will implement the
proper planning and procurement process to utilize the estimated $65,000 the HRA will receive
in 2015 Capital Funds from the U.S. Department of Housing and Urban Development.
Overview.
The HRA was recently notified of the upcoming availability of the annual Capital Fund Program
for 2015. This year the exact allocation has not yet been determined. We plan to utilize the funds
for to support the proposed work at Dow Towers in bathroom renovation.
Primary Issues to Consider.
• Why do we need to act?
The guidance provided to the Hopkins HRA from the HUD field office indicates that a resolution
accepting and authorizing the use of these funds is now required.

Development will enter into a Capital Fund ACC Amendment for Fiscal Year 2015 for

Commissioners hereby authorizes the Authority to accept an estimated amount of
$65,000 in Capital Fund Program funding and authorizes the use of such funds.
