III.2. Appointment of City Council MemberJanuary 6, 2015 Council Report 2015-003 APPOINTMENT OF CITY COUNCIL MEMBER Proposed Action Staff recommends adoption of the following motion: Move to adopt Resolution 2015-002 appointing Aaron Kuznia, to the City Council. Overview A vacancy has been declared on the City Council due to the resignation of Council member Cheryl Youakim. According to the City Charter the City Council is required to appoint an individual to complete unexpired terms on the City Council. In November the City Council requested applications from residents and received 14 applications. The Council paired the list down to seven individuals who were interviewed on December 16. Based upon those interviews, the City Council reached a consensus to appoint Mr. Kuzma to fill the vacant seat. Staff is now recommending that the Council complete the process by formally appointing Mr. Kuzma to the City Council. Primary Issues to Consider • When will Mr. Kuznia's term begin? Mr. Kuzma is eligible to be given the oath of office immediately upon receiving this appointment and would begin his term thereafter. • When will Mr. Kuznia's term end? Because there is more than two years remaining in the original term of office, a special election must be held to fill the final two years of the term. This election will be held in conjunction with the regular municipal election in November of 2015. Whoever is elected to this two year term will take office as soon as he or she receives a certificate of election which will be within 10 days of the election. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Hopkins does hereby appoint Aaron Kuznia to fill the vacant Council seat.
