Minutes of the January 13, 2015 Work Session Proceedings HOPKINS CITY COUNCIL WORK SESSION PROCEEDINGS JANUARY 13, 2015 CALL TO ORDER Pursuant to due call and notice thereof a regular work session of the Hopkins City Council was held on Tuesday, January 13, 2015 at 6:30 p.m. in the Raspberry Room at City Hall, 1010 First Street South, Hopkins. Mayor Maxwell called the meeting to order with Council Member Cummings, Gadd, Halverson and Kuznia attending. Staff present included City Manager Mornson, City Clerk Domeier, Director of Planning and Development Elverum, Community Development Coordinator Beekman, Public Works Director Stadler and City Engineer Stanley. Southwest LRT Update In addition to City staff, representatives present for the item were Ryan Kronzer, Lead Design; Tats Tanaka, Operation and Maintenance Facility Design Lead; and Dan Pfeiffer, Community Outreach Coordinator; Craig Lamothe, Project Director; and Kathryn Hanson, Manger of TOD and Land Use. SW LRT – Look ahead to 2015 Ryan Kronzer provided information about the Southwest LRT Development timeline, public involvement proposed for 2015 and the advanced design plan scope. Discussion was held about the federal government project contribution, positive support for the project, public art, and proposed public involvement and scheduling for committees. Concept Review – Operation and Maintenance Facility Tats Tanaka provided an overview of facility location, schematic design, and building materials. Discussion was held about the different types of building materials, the approval process for the design, solar energy options and parking. Mayor Maxwell wanted to ensure the facility is developed in a way for other opportunities to want to locate around it. Further discussion was held about business relocation opportunities. Shady Oak Station Area Development Strategy Community Development Coordinator Beekman provided information about the development strategy. The scope was expanded to include a master plan to create a shared zoning district and entitlement process over the development area. She also provided information on grants received and the process for selecting a consultant. Discussion was held about the selection and role of the consultant. Mayor Maxwell suggested that staff consider any maintenance agreements that should be in place for infrastructure with the City of Minnetonka. Artery & Downtown Hopkins Station Plaza City Engineer Stanley provided an update on the open house, design, and artery plaza concept plan. He noted that the public liked the post-industrial theme. Mr. Stanley also provided information on the proposed schedule and moving forward to final design, bids and construction. An update on the Downtown Station Plaza was also provided including the possibility of advanced funding for the next stage of design. HOPKINS CITY COUNCIL WORK SESSION PROCEEDINGS JANUARY 13, 2015 Update on Redevelopment Activity Planning and Development Director Elverum provided an update on redevelopment activity for the Blake Station area. Blake Station – Joint Development and Master Development Strategy Community Development Coordinator Beekman provided an update on the federal joint development in relation to the project. She spoke to the preliminary development, development financials and the steps moving forward Committee/Agreement Updates Master Funding Agreement – Director of Planning and Development Elverum o stated the agreement would be considered at the January 20 Council meeting. Executive Change Control Board – Council Member Gadd and Public Works o Director Stadler provided an update on the board activities. CAC/BAC – Director of Planning and Development Elverum provided an update o on finding representation for the committees. Public Art Solicitation Review Committee – Director of Planning and o Development Elverum provided information about the committee. Discussion was held on who should serve on the committee. Mayor Maxwell suggested asking artists that have displayed art in the Downtown. 2015 Hopkins Legislative Agenda City Manager Mornson provided an overview of the proposed legislative initiatives: The City Council supported the initiatives as presented. It was anticipated that the elected Hopkins representatives will attend the February work session. Updates City Manager Mornson stated that Emily Wallace-Jackson will be appointed to the Zoning and Planning Commission on January 20. He also reminded City Council of the meetings scheduled over the next two weeks. Council Member Halverson talked about potential funding for businesses that make th improvements along 8 Avenue. Council Member Gadd questioned the process for adding alternates to serve on the light rail committees. City Manager Mornson will check with Ms. Elverum on the process.
