Proposed Action
Staff recommends the following motion: Move to adopt Resolution 15-8, approyj�g
Ordinance 15-1085, rezoning the northeast comer of 110 Blake Road South from B-3,
General Business, to Institutional for first reading.
At the Zoning and Planning meeting Mr. Firth moved and Mr. Hunke seconded a motion to
adopt Resolution RZ15-2, recommending approval of Ordinance 15-1085, rezoning the
northeast corner of 1.1 t1 Blake Road South from B-3, General Business, to Institutional. The
motion was approved unanimously.
Overview
At the northeast comer of The Blake School property there was an oil change facility for
many years, This building was razed several years ago. The zoning for the oil change
facility site is zoned B-3, General Business. The Blake School is zoned Institutional, The
Blake School has no intention of having a business on that site and is requesting a rezoning
to Institutional.

The Comprehensive Plan has designated the site as Institutiotial. With this rezoning the
Comprehensive Plan and zoning will be consistent.
0 What does the Institutional zoning allow?
Institutional zoning is the zoning that the rn�jority of the site is zoned. Institutional zoning
allows school and religious institutions,
0 S,ho�uld the site be rezoned from B-3 to Institutional?
This rezoning is a housekeeping type item. This rezoning assures that there will not be a
,commercial use on the northeast corner of The Blake School property.
91 What was the discussion at the Zoning and Planning meeting?
Ms. Anderson stated that this was a housekeeping type rezoning that will make the zoning
the same throughout The Blake School site, No one: appeared at the public hearing regarding
this item.
Alternatives
I. Approve the rezoning. By approving the rezoning, the property will be consistent with
the Comprehensive Plan.
2. Deny the rezoning. By denying the rezoning, the property will remain zoned B-3, General
Business. If the City Council considers this alternative, findings will have to be
identified that support this alternative.
3. Continue for further infon-nation. If the City Council indicates that further inforination is
needed, the item should be continued.

APPROVING A REZONING FROM B-3 TO INSTITUTIONAL
WHEREAS, an application for Zoning Amendment ZN15-1 has been made by The Blake
School;
WHEREAS, the procedural history of the application is as follows:
1. That an application for zoning amendment was made by The Blake School on
January 5, 2015;
1 That the Hopkins Zoning and Planning Commission published notice, held a
public hearing on the application and reviewed such application on January 27,
2015: all persons present were given an opportunity to be heard;
3. That the written comments and analysis of City staff were considered;
4. A legal description of the property is as follows:
Part of Lots 81 and 82, AUDITOR'S SUBDIVISION NUMBER 239 and part of
Lots I through 10 inclusive, Block 37, WEST MINNEAPOLIS CENTER, and
part of Lots 1, 2, 3, and Lots 7 through 19 inclusive, Block 19, WEST
MINNEAPOLIS CENTER together with the vacated streets and alleys accruing
thereto, Hennepin County, Minnesota.
The property is located in the South Half of Section 19, Township 117, Range 21.
NOW, THEREFORE, BE IT RESOLVED that the application for Zoning Amendment ZN15-1
is hereby approved based on the following Findings of Fact:
1. That the Comprehensive Plan has designated the site as Institutional.
2. That with this rezoning the Comprehensive Plan and Zoning will be
consistent.

AN ORDINANCE REZONING THE NORTHEAST CORNER OF
110 BLAKE ROAD SOUTH FROM B-3, GENERAL BUSINESS, TO INSTITUTIONAL
THE COUNCIL OF THE CITY OF HOPKINS DOES HEREBY ORDAIN AS
FOLLOWS:
That the present zoning classification of B-3, General Business, upon the following described
premises is hereby repealed, and in lieu thereof, the said premises are hereby zoned as
Institutional.
The Easterly 660 feet of the Northerly 66 feet of the Southwest quarter of the Southeast quarter
of Section 19, and all that part of the Northwest quarter of the Southeast quarter of said Section
lying South of Excelsior Avenue excepting the Westerly 30 feet thereof, and excepting also the
following described premises, to -wit. Beginning at a point on the Southerly line of Excelsior
Avenue in the Village of West Minneapolis, Minnesota, which point is distant 439 feet
Southwesterly, measured along said Southerly line of Excelsior Avenue from its intersection
