X NUO 1 [6111 Proposed Action Staff recorn mends the following notion: Adopt Resolution 15-7, approving a site plan to reconfigure the athletic fields and add an approximately 70 -space parking, lot at The Blake School. At the Zoning and Planning meeting Mr. McNeil moved and Mr. Fisher seconded a motion to adopt Resolution R -Z 15- 1, recommending approval of a site plan to reconfigure the athletic fields and add an approximately 70 -space parking lot at The Blake School. The motion was approved unanimously. Overview The Blake School has been developing a master plan their site for several years, and the first phase in this plan is to reconfigure their athletic fields. At a future date they will be renovating some of the buildings. The site plan review ordinance requires site plan approval for additional parking. The majority of the work will be reconfiguring the athletic fields. In addition to the reconfiguring of the athletic fields there will be a small concession/bathroom building and a 50 - space parking lot constructed on the east side of the property. Related Documents (CIP, ERP, etc,): Notes: CR15-11 Page 2 Primary Issues to Consider What is the zoning of the property, and how has the Comprehensive Plan designated the subject site? The majority of the site is zoned Institutional. The Blake School has applied for the small northeast comer of the site to be rezoned Institutional. The Comprehensive Plan has designated this site as Institutional. The existing uses comply with the Institutional zoning and Comprehensive Plan, a What are the specifics of the redevelopment? Redesigned fields The majority of the work will be the redesign of the fields. The first step, will be adding synthetic turf to the existing football field. The second step will add two additional tennis courts on the west side of the site and rehabilitate all the tennis courts on the site. The third step will move the baseball field, which is now part of the football field, to the northeast side of the site. Football field The existing football field (Glenn field) is natural grass. The field is also used for soccer and lacrosse. The field is also the outfield for the varsity baseball field. Tile football field will be resurfaced with synthetic turf, and concrete footings will be installed for a future donne. Tennis courts The Blake School currently has 10 tennis courts, five each in two locations High school tennis matches, require seven courts. Currently the players have to shuttle between the two locations. With the addition of two additional courts near the westerly courts, there will be seven contiguous courts. All the courts will be resurfaced. The varsity baseball field will be relocated from the football field to the northeast comer of the Blake site. The baseball field will have a six-foot perimeter fence, dugouts, bullpens and bleachers. There will be a press box on the top of the bleaches. There will also be a small concession building with restrooms. The softball field located in this area will be moved north of the athletic track. Parking/access A new parking area will be constructed on the northeast side of the site. This parking area will accommodate approximately 70 parking spaces. This additional parking area will also help keep CR 15-11 Page 3 more cars on the site when there are events. Access to, the new parking area will from inside the site. Concession building and restrooms At the new baseball field there will be a new building constructed for concessions and restrooms. The building will be 19'4" x 22* and made- of concrete masonry units. There will be overhangs of eight and six feet on each end, respectively, Landscaping Some existing trees will be removed with the construction of the new tennis courts, softball field and baseball field. In the area where the two new tennis courts will be constructed, the construction will minimize the tree removal and keep as many trees, as possible, plant three hackberry trees and line the west side of the courts with sumac and switchgrass. The majority of the new plantings will be at, the new baseball field. Trees will be removed along Blake, but trees will be replaced on the corner of Blake and Excelsior and parallel with the base lines of the field. There will also be additional plantings on the south side of the parking area. Sidewalk No sidewalks will be affected. Setbacks There are no setbacks affected. Engineering The following are the cornments from the City Engineer: • On page C3.0 there appears to be a storm water basin proposed west of the existing wetland, off of the school site. There is no pipe connection between the pond and wetland shown or other hydraulic conveyance. More detail is needed on what is proposed and how drainage is intended to be routed. • More detail is needed regarding storm water management, specifically on proposed volurne reduction strategies. In the drainage report volume reduction is quantified, however, the plans do not call out what or where. • Soil boring information should be submitted to the City for review. • The map accompanying the drainage report did not show existing or proposed pond areas and reaches; this should be updated. • Expansion of the northeast pond will be subject to review by the Mirmehaha Creek Watershed District. If the basin is categorized as a wetland, this may affect the proposed plan. CR15-11 Page 4 • There is a future dome proposed to cover the new synthetic turf field; this will be considered impervious surface. It is not clear whether the current proposed drainage calculations include that area as impervious or not, this needs to be verified. • The new utility service connections in Blake Road and restoration of the roadway must be completed according to City of Hopkins standards. The connection to the water main shall be completed via a "wet -tap" method. The new sanitary manhole should be constructed over the existing sanitary sewer line. Blake School will need to complete a Right -of -Way permit for this work. Surrounding Uses The site is surrounded by residential to the south, west and cast and commercial to the north. What is the applicant's time line? The applicant is planning to start construction in April. 0 What was the discussion at the Zoning and Planning meeting? Ms. Anderson reviewed the proposed redesign of the Blake Athletic fields. Eric Meyer, representing Blake, appeared before the Commission. Mr. Meyer reviewed the issues with the existing fields and the new configuration of the fields. Mr. Meyer also stated they hoped to start in April and be completed for the fall sports. There was considerable discussion about whether there would be a problem with hoarse runs and balls on Blake and Excelsior. Bill Gleason of 33 Blake Road South appeared before the Commission, Mr. Gleason was concerned with home run balls and the lighting of the parking area. Marc Borursky, representing Blake, appeared before the Commission. Mr. Borursky stated that if there was a problem with horne runs in the future, Blake would work with the City to solve the problem. It was also noted that the baseball field will not be lit, and the new parking area will have four downward directed lights for security. Alternatives 1. Approval the site plan to reconfigure the athletic fields and construct approximately a 70 - space parking lot. By approving the site plan, the applicant will be able to reconstruct the athletic fields. 2. Deny of the site plan to reconfigure the athletic fields and construct approximately a 70 -space parking lot. By denying of the site plan, the applicant will not be able to reconstruct the athletic fields. If the City Council considers this alternative, findings will have to be identified that support this alternative. CR15-11 Page 5 3. Continue for further inforniation. If the City Council indicates that further information is, needed, the itern should be continued. That the Hopkins Zoning and Planning Commission, pursuant to mailed and published notice, held a public hearing on the application and reviewed such application on January 27, 2015: all persons present were given an opportunity to be heard; That the written comments and analysis of City staff were considered; and, 4. A legal description of the subject property is as follows: Part of Lots 81 and 82, AUDITOR'S SUBDIVISION NUMBER 239 and part of Lots I through 10 inclusive, Block 37, WEST MINNEAPOLIS CENTER, and part of Lots 1, 2, 3, and Lots 7 through 19 inclusive, Block 19, WEST MINNEAPOLIS CENTER together with the vacated streets and alleys accruing thereto, Hennepin County, Minnesota. The property is located in the South Half of Section 19, Township 117, Range 21. NOW, THEREFORE, BE IT RESOLVED that the application for Site Plan approval SPR 15-1 is hereby approved based on the following Findings of Fact: 4=� 1. That the Planning Commission reviewed the proposed fields. 1 That the proposed use meets the requirements for site plan approval. 3. That the proposed use is in compliance with the Comprehensive Plan, 4. That the proposed use is in compliance with the Institutional zoning. BE IT FURTHER RESOLVED that application for Site Plan approval SPRI 5-1 is hereby approved subject to the following conditions: I , That the watershed district approved the improvements, 2.
