CR 2015-013 Adopt Resolution 2015-009, Approving Revised Athletic Field Use Fees0 Y 0'r: January 29, 2015 NOPKINS Council Report 2015-013 APPROVE REVISED ATHLETIC FIELD USE FEES Proposed Action Staff recommends adoption of the following motion: "Move, to adopt Resolution 2015-009 apgroving revised athletic field use fees. The Park Board has recommended that the current athletic field user fees be revised to reflect current area field use rates and, more specifically, to match the fees currently being charged by the Recreation Dept. for the use of Minnetonka athletic fields. The current field fees were established 3 years ago by City Council resolution. Accordingly, revised fees must be approved by City Council resolution. The proposed 2015 fees will bring the Hopkins field fees in-line with those charged in the City of Minnetonka, The proposed fees are typical of those charged metro - wide. The largest rate increase is for teams falling under Category C, less than 50% Hopkins/Minnetonka resident participation. These are predominantly corporate -sponsored teams playing in non -recreation program leagues. It is likely that the fee increase will be reflected in participant costs, however, there are ample scholarship programs available based on financial need. With the proposed increase a category A user (minimum 50% Hopkins/Minnetonka residents � open registration) will see an increase from $10/hr to $141hr for use of Central Park fields and the Maetzold soccer field, from $15/hr to $20/hr'for use of these fields with lights. How is that checked? If the reservation is being made by a new organization, the Recreation Dept. staff will check the registration forms to ensure that the minimum 50% Minnetonka/Hopkins residency requirement is met. If it is a long-established' organization, the 50% residency requirement has previously been established and is assumed to be met. CITY OF HOPKINS RESOLUTION NO. 2015-009 RESOLUTION REVISING THE ATHLETIC FIELD USE FEES FOR CERTAIN CITY OF HOPKINS ATHLETIC FIELDS WHEREAS, the City of Hopkins allows non -recreation program athletic organizations to reserve the use of certain City athletic fields; and WHEREAS, the City of Hopkins maintains, repairs and improves the athletic fields and, through the Joint Hopkins -Minnetonka Recreation agreement, manages the reservation system and process; and WHEREAS, since 2.012 the cost to maintain athletic fields has increased., and WHEREAS, athletic field use fees have not been increased since 2012; and WHEREAS, since 2012 athletic field use fees have risen substantially across the Twin Cities area; and WHEREAS, it is desirable to manage demand for Hopkins fields by keeping user fees comparable to those paid for City of Minnetonka and other city's athletic fields. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Hopkins: The City will revise its fees charged for the reservation and use of certain athletic fields by organizations that are not controlled through a Hopkins -Minnetonka Joint Recreation program.
