3. Downtown Hopkins Station PlazaPlanning & Economic Development MEMORANDUM TO: Mayor and City Councilmembers Mike Mornson, City Manager FROM: Meg Beekman, Community Development Coordinator DATE: February 10, 2015 SUBJECT: Downtown Hopkins Station Plaza Concept Design Background As part of the City's negotiated agreement related to the siting of the operation and maintenance facility in Hopkins, the Southwest Project Office (SPO) has agreed to engineer and construct the plaza that will be located at the Downtown Hopkins Station. The City of Hopkins will provide a concept level design to the SPO, which can then be turned over to the advanced design consultant for final design and engineering so that it can be included in the final construction contract for the project. The City has been working with Bolton & Menk on a concept plan for the plaza that carries the themes and materials over from the Artery project on 81' Avenue to create a cohesive pedestrian experience from the train platform all the way to Mainstreet. Plaza Function Much discussion has occurred over what the function of this plaza should be, from highly programmed, active uses; to more passive, pass-through space. In the end, it was determined that the more intensive programmed activities should be focused north of Excelsior Boulevard along the Artery. Cost The project office has agreed to construct the plaza up to a cost which has not yet been determined. Once the plaza goes through final design, materials will be selected, and costs can be estimated. At that point, additional discussion may be needed as to what will be included in the base cost of the project and what, if any, additional costs may need to be covered by the City. Requested Council Action Staff is requesting the Council review the concept design for the Downtown Hopkins Plaza and provide any comment or feedback before the plan is handed off to the SPO to enter into final design. The concept layout design has been included in the packet.
