In 2010, the Hennepin County Board, directed staff to begin project implementation to maximize the opportunities to enhance the public benefits of transit investments through strategiic, coordinated public and private investments "'beyond the rails" that will support economic development, creation of access to jobs and housing, and the creation of healthy, safe and walkable neighborhoods served' by public transit. Hennepin County, in cooperation with the five SW LRT cities, then initiated the Transitional Station Area Action Plan (TSAAP) process to promote opening day readiness in 2019 by bridging the gap between current conditions and future needs by identifying and prioritizing infrastructure improvements that enhance businesses, support mixed -income housing, and encourage new development. The 17 individual Transitional Station Area Action Plans have been compiled into the Southwest Corridor Investment Framework, which will act as a living document guiding the public and private sector investments.
