Approve Final Plans and Order Bids for 2015 Municipal Parking Lot Improvements (CR-2015-021); Stanley February 17, 2015 Council Report 2015-021 APPROVE FINAL PLANS AND ORDER BIDS 2015 MUNICIPAL PARKING LOT IMPROVEMENTS CITY PROJECT 2014-17 Proposed Action. Staff recommends the following motion: Adopt Resolution 2015-017, Resolution Approving Plans and Specifications and Authorizing Advertisement for Bids, 2015 Municipal Parking Lot Improvements, City Project 2014-17 and companion Resolution 2015-018, stating City’s intent to sell bonds to fund this project. Overview. The 2015 Capital Improvements Plan (CIP) includes a project to rehabilitate various municipal parking lots and facilities. Included in this project are Municipal Parking Lot 300, City Hall parking lot, Pavilion parking lot, Central Park parking lot and trail, the Hennepin County thth Regional Railroad Authority (HCRRA) alley between 7 and 8 Avenues, and Clocktower Plaza. The final plans are substantially complete, staff now asks the council to approve these plans and authorize advertisement for bids. Primary Issues to Consider. The City Hall parking lot will be reclaimed, all other lots will have the pavement completely removed and replaced. Spot curb repairs will be completed as necessary. Storm sewer, drainage structure, and pedestrian access improvements will also be completed as necessary. The trail around Central Park will be removed and replaced. Grade and cross section improvements will be made to improve the surface of the trail. The HCRRA alley will be paved with asphalt and concrete curb and gutter. Storm sewer will be added along the alley to provide for adequate drainage. At Clocktower Plaza, the existing planters and the planter wall adjacent to the building on the west side of the plaza will be removed. All standard and memorial pavers will be removed and replaced. Replacement of the pavers will include new memorial pavers, standard pavers, and pervious pavers. Overstory trees will be planted through the plaza to provide shade, and a new seat wall will be constructed along the west side of the plaza adjacent to the existing building. The planting bed between the wall and building will be landscaped, as well as the planting area adjacent to Municipal Parking Lot 300. New seating and lighting will be provided in the plaza. The existing memorial plaque will be relocated to the north end of the plaza, the clocktower will remain. Other improvements that will be completed as a part of this project include spot repair of sidewalks and alleys throughout the city. This component is part of the city’s annual maintenance program and is being bid with this project to streamline project management and take advantage of pricing. Public Input • A public informational meeting to present preliminary plans for the project was held December 18, 2014. The meeting was broken into segments to focus on three major topics: Municipal Lot 300, HCRRA alley, and Clocktower Plaza. Information on proposed improvements, construction impacts, and schedule was presented and questions were answered. The meeting was sparsely attended, those in attendance were supportive of the project and indicated they found the meeting useful. Estimated Costs and Funding • The total project cost including engineering, administration, and contingency is estimated to be $1,378,200. The advertisement shall be published three times, at least three weeks before date set for bid opening, shall specify the work to be done, shall state that bids will be received by the clerk until 11:00 a.m., on the 24th day of March, 2015, at the City Hall and that no bids shall be considered unless sealed and filed with the clerk and accompanied by a certified check or bid bond, payable to the City of Hopkins, Minnesota for 5% of the amount of such bid. 3.The clerk and city engineer are hereby authorized and instructed to receive, open, and read aloud bids received at the time and place herein noted, and to tabulate the bids received. Reg. #1.150-2 providing that proceeds of tax-exempt bonds used to reimburse prior expenditures shall not be deemed spent unless certain requirements are met; and WHEREAS , the City expects to incur certain expenditures, which may be financed temporarily from sources other than bonds, and reimbursed from the bond proceeds; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HOPKINS, MINNESOTA (THE CITY) AS FOLLLOWS : 1. The City intends to incur expenditures for the project described in Council Report 2015-021, for City Project 2014-17 (the “Project”), and intends to reimburse itself for such expenditures from the bond proceeds to be issued by the City in the maximum principal amount described in the “project”. 2. The City Manager is authorized to designate additions to Project 2014-17 in circumstances where time is of the essence, and any such designation shall be reported to the Council at the earliest practicable date and shall be filed with the official books and records of the City. 3. This resolution is intended to constitute a declaration of official intent for the purpose of Treas.
