Hennepin County’s Transit Orientated Program Grant Application Authorization – Wayfinding Study (CR 2015-018); Beekman February17,2015CouncilReport2015-018 HennepinCounty’sTransitOrientedDevelopmentProgramGrantApplication Authorization–WayfindingStudy ProposedAction Staffrecommendsadoptionofthefollowingmotion:MovetoapproveResolution2015- 013AuthorizingApplicationforaGrantfromHennepinCounty’sTransitOriented DevelopmentProgramforaWayfindingStudy. Overview TheHennepinCountyHousingandRedevelopmentAuthority(HCHRA)ismaking approximately$2.2millionavailabletosupportpublicandprivatemulti-jurisdictional transit-orienteddevelopment(TOD)projectslocatedalongHennepinCountytransit corridorswheretransitserviceisfrequentandhighcapacity.TODProgramfundsare intendedtosupplementexistingprivateandpublicresourcesinsupportoftransit- orienteddevelopment. Eligibleusesoffundsmustdemonstrateapublicpurpose,andmayinclude: 1.Installationofpublicinfrastructureimprovements,includingpedestrianand bicyclefacilitiesthatimprovepedestrian,bicyclist,andtransitridersafetyand easeofuse; 2.Clearingacquiredpropertyandinstallationofstreets,utilities,andsite improvementsforusesinaccordancewiththeredevelopmentproject; 3.Acquisitionofrealpropertyforthepurposeofremoving,preventingorreducing blight,blightingfactorsorthecausesofblight. TheCitywouldbeseeking$125,000fromtheprogramfundsforthepurposeof completingawayfindingstudyandimplementationplanaroundthethreefutureLRT stationareaswiththegoalsofbringingpedestrians,bicyclists,transitusers,anddrivers, tokeydestinationpointsinHopkins,linkthemtotrails,andconnectthemtotransit.The studywouldalsoincludeanimplementationplanfortheCity’sHistoricWalkingTour, whichbeginsattheDowntownHopkinsStation. CITYOFHOPKINSMINNESOTA , RESOLUTIONAUTHORIZINGANAPPLICATIONFORAGRANTFROM HENNEPINCOUNTY’STRANSITORIENTEDDEVELOPMENTPROGRAM FORWAYFINDING WHEREAS theCityofHopkinsiseligibletomakeapplicationforgrantfundsfrom HennepinCounty’sTransitOrientedDevelopmentProgram;and WHEREAS theCitywishestosubmitanapplicationrequestinggrantfundsfromthe HennepinCountyTransitOrientedDevelopmentProgram;and WHEREAS thegrantfundswillbeusedtocompleteawayfindingstudyand implementationstrategyfortheCity’shistoricwalkingtour;and WHEREAS theHennepinCountyTransitOrientedDevelopmentProgramGuidelines requireapprovalbythegoverningbodyoftheCityforsubmissionofagrantapplication totheHennepinCountyTransitOrientedDevelopmentProgram;and WHEREAS theCityhastheinstitutional,managerialandfinancialcapabilitytoensure adequateprojectadministrationforanygrantfundsreceived;and WHEREAS theCitycertifiesthatitwillcomplywithallapplicablelawsandregulations asstatedinthecontractagreements; NOWTHEREFOREBEITRESOLVED that,afterappropriateexaminationanddue consideration,thegoverningbodyoftheCitysupportsthesubmissionofaTransit OrientedDevelopmentProgramgrantapplicationtotheHennepinCountyHousingand RedevelopmentAuthorityfortheproposedwayfindingstudyprojectandthattheCity ManagerisherebyauthorizedtoapplytotheHennepinCountyTransitOriented DevelopmentProgramonbehalfoftheCityofHopkinsaswellasexecutesuch agreementsasarenecessarytoimplementtheprojectonbehalfoftheCity. th AdoptedbytheCityCounciloftheCityofHopkinsthis17dayofFebruary,2015.
