IV.8. Adopt Resolution 2015-025, Approving the Us of Hennepin Cty Funds for the Oxford Village Apts. March 3, 2015 Council Report 2015-031 Hennepin County Grant Fund Applications – Oxford Village Apartments Proposed Action Staff recommends adoption of the following motions: 1) Move to approve Resolution 2015-025 approving the use of Hennepin County Funds for the Oxford Village Apartments Project and Authorizing Applications for Grant Program Funding by Project for Pride in Living. And 2) Motion to approve Resolution 2015-026 authorizing an application for the Tax Base Revitalization Account for the Oxford Village Apartments Project. Overview Project for Pride in Living (PPL) has received City land use approvals to construct a 51- unit affordable apartment building at the southeast corner of Oxford Avenue and Blake Road, within ½ mile of the future Blake Station. The project would be constructed on what is currently six parcels consisting of renter-occupied duplexes. The properties are immediately adjacent to Cottageville Park. PPL has named their project Oxford Village Apartments. PPL is seeking grant funding from a number of sources in order to assist with the construction of the project. Grant funds would be used to address soil remediation, demolition of existing structures, stormwater management, grading and site preparation, and infrastructure improvements on the site. As part of the grant applications resolutions approving the use of grant funds and authorizing PPL to apply for these grants for the project from the City Council are required. PPL is requesting authorization to apply to three grant programs from Hennepin County; including, the Transit Oriented Development program, the Environmental Response Fund, and HOME/AHIF funds. In addition, they intend to apply for Tax Base Revitalization Account funds from the Metropolitan Council. CITY OFHOPKINSMINNESOTA , RESOLUTION APPROVING THE USE OF HENNEPIN COUNTY FUNDS FOR THE OXFORD VILLAGE APARTMENTS PROJECT AND AUTHORIZING APPLICATIONS FOR GRANT PROGRAM FUNDING BY PROJECT FOR PRIDE IN LIVING WHEREAS the City of Hopkins has approved a rezoning, comprehensive plan amendment, and site plan for the Oxford Village Apartments project submitted by Project for Pride in Living; and WHEREAS The Oxford Village Apartments will provide 51 units of affordable housing in the City of Hopkins; and WHEREAS Project for Pride in Living has submitted a grant application for the Environmental Response Fund program to the Hennepin County Department of Environmental Services; and WHEREAS Project for Pride in Living has submitted a grant application for the Hennepin County Transit Oriented Development program; and WHEREAS Project for Pride in Living has submitted a grant application for Hennepin County Consortium HOME Investment Partnerships program (HOME) and Hennepin County Housing and Redevelopment Authority (HCHRA) Affordable Housing Incentive Fund (AHIF); and WHEREAS the applicant has requested the City’s support in their applications for Hennepin County grant funding; and WHEREAS the City of Hopkins is eligible to make application for grant funds from Hennepin County’s Transit Oriented Development Program; and WHEREAS the City wishes to support Project for Pride in Livings applications requesting grant funds from Hennepin County; and WHEREAS the grant funds will be used by Project for Pride in Living on their Oxford Village Apartments project in the City of Hopkins; and WHEREAS Hennepin County’s grant program guidelines require approval by the governing body of the City for submission of a grant application to Hennepin County; and WHEREAS the City has the institutional, managerial and financial capability to ensure adequate project administration for any grant funds received; and WHEREAS the City certifies that it will comply with all applicable laws and regulations as stated in the contract agreements; NOW THEREFORE BE IT RESOLVED that, after appropriate examination and due consideration, the governing body of the City finds that the City of Hopkins approves the use of Hennepin County funds and authorizes applications for the grant programs to support the Oxford Village Apartments project, for which applications are being submitted by Project for Pride in Living. rd Adopted by the City Council of the City of Hopkins this 3 day of March, 2015. CITY OFHOPKINSMINNESOTA , RESOLUTION AUTHORIZING AN APPLICATION FOR THE TAX BASE REVITALIZATION ACCOUNT FOR THE OXFORD VILLAGE APARTMENTS PROJECT WHEREAS the City of Hopkins is a participant in the Livable Communities Act’s Local Housing Incentives Program for 2014 as determined by the Metropolitan Council, and is therefore eligible to make application to apply for funds under the Tax Base Revitalization Account; and WHEREAS the City has identified a contamination investigation project within the City that meets the Tax Base Revitalization Account’s purposes and criteria and are consistent with and promote the purposes of the Metropolitan Livable Communities Act and the policies of the Metropolitan Council’s adopted metropolitan development guide; and WHEREAS the City has the institutional, managerial and financial capability to ensure adequate project and grant administration; and WHEREAS the City certifies that it will comply with all applicable laws and regulations as stated in the contract grant agreements; and WHEREAS the City finds that the required contamination cleanup will not occur through private or other public investment within the reasonably foreseeable future without Tax Base Revitalization Account grant funding; and WHEREAS the City represents that it has undertaken reasonable and good faith efforts to procure funding for the activities for which Livable Communities Act Tax Base Revitalization Account funding is sought but was not able to find or secure from other sources funding that is necessary for completion of the investigation and states that this representation is based on the following reasons and supporting facts:  Additional sources of funding have been sought and were either not received or unable to fund the extent of the environmental cleanup costs. NOW THEREFORE BE IT RESOLVED that, after appropriate examination and due consideration, the governing body of the City finds that the City of Hopkins authorizes project for Pride in Living, Inc to submit an application for Metropolitan Council Tax Base Revitalization Account grant funds and, id the City is awarded a Tax Base Revitalization Account grant for this project, the City will be the grantee and agrees to act as legal sponsor to administer and be responsible for grant funds expended for the project contained in the Tax base Revitalization grant application submitted on May 1, 2015. rd Adopted by the City Council of the City of Hopkins this 3 day of March, 2015.
