03-03-2015 City Council Meeting HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS March 3, 2015 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, March 3, 2015 at 7:04 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Maxwell called the meeting to order with Council Members Halverson, Cummings, Gadd and Kuznia attending. Staff present included City Manager Mornson, City Planner Anderson, Planning and Development Director Elverum, Assistant City Manager Genellie, Recreation Director Johnson, City Attorney Kozar, Fire Chief Specken, Public Works Director Stadler and City Engineer Stanley. ADOPT AGENDA There were no proposed changes to the Agenda. Motion by Gadd. Second by Kuznia. Motion to Adopt Agenda. Ayes: Halverson, Cummings,Maxwell, Gadd, Kuznia Nays: None. Motion carried. REPORT 111.1. Donation from Hopkins Royal Triathlon Recreation Services Director Johnson introduced Mr. Doobie Kurus. Mr. Kurus gave an overview of the Hopkins Royal Triathlon event and the next triathlon event scheduled for September 5, 2015. A portion of the event proceeds in the amount of$3500.00 has been donated to the Richard Wilson Scholarship Fund. On behalf of the City of Hopkins,Mayor Maxwell thanked Mr. Kurus for the donation. Annual Empty Bowls — 17 years Barb Westmoreland, Empty Bowls Coordinator and Woody Love, Community Co-chairperson gave an overview of the Empty Bowls project. The public is invited to attend the event on Tuesday, March 24, 2015, 11 am—7 pm, at the Hopkins Center for the Arts with all proceeds supporting ResourceWest and the ICA Food Shelf. 111.3. 2014 Fire Department Annual Report Chief Specken addressed the Council regarding the 2014 Hopkins Fire Department Annual Report. Chief Specken gave an overview of the Mission of the Fire Department, call statistics, response times, fire incidents, fire loss by property loss, dollar loss, mutual aid,public education events, year to date comparisons, Chemical Assessment Team (CAT) and Grants. Chief Specken thanked the Council for their continued support. Council Member Cummings asked about tracking the success of the Park Nicollet Home Visit Program. Chief Specken commented that the program has been very successful and hopes to expand. Council Member Kuznia asked about Fire Department staffing. Chief Specken HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS March 3, 2015 commented that the Department is currently down by two staff Council Member Gadd asked about Hazmat calls. Chief Specken commented that the Chemical Assessment Team covers a five county area. Mayor Maxwell commented on the importance of maintaining a quality Fire Department. CONSENT AGENDA Mayor Maxwell questioned the status of the grant funding for the Project for Pride in Living. Planning and Development Director Elverum commented that the project hopes to hear by late summer on the status of the grants. Motion by Cummings. Second by Gadd. Resolution in Support of Legislation Establishing an Early Voting Process for Voters in Minnesota; (CR 2015-026) 7. Recommend Appointing Doug Datta to the Charter Commission; (Memo) 8. Adopt Resolution 2015-025, Approving the Use of Hennepin County Funds for the Oxford Village Apartments Project and Authorizing Applications for Grant Program Funding by Project for Pride in Living, and Adopt Resolution 2015-026, Authorizing an Application for the Tax Base Revitalization Account for the Oxford Village Apartments Project; (CR 2015-031) Ayes: Halverson, Cummings, Maxwell, Gadd, Kuznia Nays: None. Motion carried. NEW BUSINESS V.1. Adopt Resolution 2015-022, Approving Site Plan Approval for Lift Station at 402 Hiawatha Avenue; (CR 2015-029) City Planner Anderson gave an overview of the Lift Station site and building. The Zoning & Planning Commission unanimously approved both applications. Mayor Maxwell asked about the height of the building and landscaping. Ms. Anderson commented that the building height is 19 feet with natural landscaping to be maintained by the Metropolitan Council. The property access driveway will be gated on the Hiawatha Ave. side. Council Member Cummings asked about the exterior lighting. Ms. Anderson commented that it will be basic low-level lighting. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS March 3, 2015 Representatives from the Metropolitan Council came forward and gave an overview of the 402 Hiawatha site. The Met Council representative gave an overview of the building design, exterior materials,plantings, storm water treatment, rain garden site and commented that the public response to the building design has been positive. The Met Council will maintain the building and grounds. The Met Council representative reviewed the construction schedule and do not anticipate closures of Hiawatha Avenue during the construction process. Mayor Maxwell asked about communication with the Minnehaha Creek Watershed District and building security. The Met Council has been working with the Watershed District and the building will have a security alarm and a clear view of the site. Council Member Gadd asked about the exterior generator and the old lift station site. The Met Council commented that the generator is designed to create minimal noise and that the site will be cleaned up. Mr. Stadler commented that Public Works has been working with Met Council on the project and will continue to keep updated during the construction process. Motion by Halverson. Second by Kuznia. Motion to Adopt Resolution 15-22, approving a site plan to construct a lift station at 402 Hiawatha Avenue. Ayes: Halverson, Cummings, Maxwell, Gadd, Kuznia Nays: None. Motion carried. V.2. Adopt Resolution 2015-021, Approving a Condition Use Permit fora Lift Station at 402 Hiawatha Avenue; (CR 2015-028) Motion by Cummings. Second by Gadd. Motion to adopt Resolution 15-21, approving a conditional use permit for a lift station at 402 Hiawatha Avenue. Ayes: Halverson, Cummings, Maxwell, Gadd, Kuznia Nays: None. Motion carried. V.3. Adopt Resolution 2015-023, Approving Ordinance 2015-1087, Amending Zoning Ordinance Eliminating Trade Schools and Restaurants from the I-1 Zoning Districts for first reading; (CR 2015-030) City Planner Anderson gave an overview of the Zoning Ordinance. The Zoning and Planning Commission approved the motion with a 6-1 vote. Ms. Anderson explained that if a business has a cafeteria, it would be considered an accessory use and allowed to continue. Ms. Anderson stressed the importance of maintaining the Hopkins industrial area use. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS March 3, 2015 Motion by Gadd. Second by Halverson. Motion to adopt Resolution 15-23, approving Ordinance 15-1087, amending the zoning ordinance eliminating trade schools and restaurants from the I-1 zoning district for first reading. Ayes: Halverson, Cummings, Maxwell, Gadd, Kuznia Nays: None. Motion carried. V.4. Adopt Resolution 2015-024, Approving Ordinance 2015-1088, Amending the Section 546, the Storm Water Management Ordinance for first reading; (CR 2015- 027) City Planner Anderson explained that the Zoning & Planning Commission unanimously approved the motion. City Engineer Stanley gave an overview of the ordinance changes. Mr. Stanley explained that the proposed amendments satisfy permit requirements and creates consistency for storm water rules. Motion by Kuznia. Second by Cummings. Motion to Adopt Resolution 2015-024, Approving Ordinance 2015-1088, Amending the Section 546, the Storm Water Management Ordinance for first reading. Ayes: Halverson, Cummings, Maxwell, Gadd, Kuznia Nays: None. Motion carried. ANNOUNCEMENTS •Boy Scouts from Troop 254 earning their merit badges were introduced. •St. Patrick's Day Parade is on March 17, 2015 at 4:30 pm. The parade route is from the Hopkins Elks to the American Legion. • 17th Annual Empty Bowls at the Hopkins Center for the Arts on March 24, 2015, 11 am-7 pm. •Community Garden plots are still available. •The next scheduled regular City Council meeting is Monday, March 16, 2015. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Gadd, second by Halverson, the meeting was unanimously adjourned at 8:12 p.m. OPEN AGENDA— PUBLIC COMMENTS AND CONCERNS The City Council did not receive any comments or concerns.
