BE IT ORDAINED by the City Council of the City of Hopkins, as follows: That Chapter V, Section 500 : 00 of the 1977 Code of Ordinances of the City of Hopkins, be and is hereby amended as to those certain license or permit fees in the Subdivision numbers hereinafter appearing as follows: Subd. Craig, City Manager Subject: Liquor Licenses During late 1977 it was recommended that a substantial increase in on-sale liquor license fees be legislated. At that time Council declined to make a large increase, approving a fee of $4, 500 (from $4, 000) . It was suggested at that time that small increases be brought in from time to time. A comparison of on-sale liquor license fees for Minnesota cities is attached. I think it is fairly evident that for a metropolitan city our size, our present fee is low. There is no question that on- sale establishments result in a demand for police services, amounting to at least $5, 000 each. For many years, Club license fees were limited by statute to $100 per year. There is now no such limitation. However, since such clubs are associated with veterans and service organizations, few if any • communities are charging a full on-sale fee. My recommendation would be to charge the same as the fee for 3. 2 beer parlors - $300 per year. Police services rendered for such clubs considerably exceeds this figure per year. One other matter deserves discussion, and possible future legis- lation. Few things are more disturbing to motorists (shoppers, visitors, etc. ) than driving over broken glass while trying to park. Many people would rather shop somewhere else than risk their tires. In Hopkins, every night our city parking lots get a new contribution of broken glass. Close inspection shows that virtually all of this glass is from liquor bottles, beer bottles, and drinking glasses. Elsewhere in the city, on-sale and off-sale establishments have this problem also, but manage to clean up their own lots, as part of their cost of doing business. Ideally, such establishments should also combine to clean up city lots of glass each morning. If they cannot or will not, then it seems to me that the city should employ someone part-time to perform that duty, and pay him or her by assessing a surcharge to our beverage license holders.
