80-2824 Ca TY OF HOPKINS Hennepin County, Minnesota R1SOLUTION NO. 80-2824 A RESOLUTION EXPRESSING THE WILL OF THE COUNCIL REGARDING CSAH 18 CONSTRUCTION DETOURS DURING PHASE 3 . WHEREAS, the Hennepin County Department of Transporta- tion submitted a letter to this Council dated June 19 , 1979, re- garding proposed traffic routing during the construction of C.S.A.H. 18 through Hopkins , and WHEREAS, the Hopkins City Council in Resolution No. 79-2781 dated June 19, 1979 , requested that C.S.A.H. 18 traffic not be returned to Minnetonka Mills Road and 5th Avenue during Phase 3 but that Second Street N.E. be used as the detour, and WHEREAS, the Hennepin County Transportation Department has prepared Report No. 2, C.S.A.H. 18 proposed traffic routing through Hopkins, and WHEREAS, said Report No. 2 investigated the request of the Council as to its ramifications and effect on traffic and lists various alternative routings that could be developed for Phase 3, NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hopkins that it commends the County for its Report Nc . 2 and favors Alternative 3 which is shown on Figure 5 and is re- ferred to as the Excelsior Avenue Route, and requests that the County implement this detour during Phase 3. Specifically, this detour calls for all northbound C.S.A.H. 18 traffic to use the C.S.A.H. 3 exit ramps, and proceed east on C.S.A.H. 3, north on C.S.A.H. 20 , and west via State Highway 7, or Aquila and 36th St. to existing C.S.A.H. 18, with southbound traffic following the same route in the opposite direction.
