80-2885 CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO. 80-2885 A RESOLUTION DECLARING CERTAIN REAL ESTATE OWNED BY THE CITY OF HOPKINS USED AS PART OF THE SANITARY LANDFILL AS SURPLUS PROPERTY AND ORDERING AND AUTHORIZING THE SALE THEREOF. WHEREAS, the City of Hopkins is the present owner of the following described premises situated in the City of Hopkins, viz : That part of Section 25, Township 117 , Range 22, described as follows: Beginning at the point of intersection of the centerline of 7th Street South, extended westerly, with the southeasterly line of the Chicago, Milwaukee, St. Paul & Pacific Railroad, thence southwesterly along the southeasterly line of the Chicago,Milwaukee, St. Paul & Pacific Railroad a distance of 200 feet, to the point of beginning of the parcel to be dis- cribed, thence southeasterly at right angles to the southeasterly line of the Chicago, Milwaukee, St. Paul & Pacific Railroad a • distance of 150 feet, thence Southwesterly along a line parallel to and 150 feet southeasterly of the southeasterly line of the Chicago, Milwaukee, St. Paul & Pacific Railroad, to the west line of Sec. 25, thence northerly along the west line of Sec. 25 to the intersection with the southeasterly line of the Chicago, Milwaukee, St. Paul & Pacific Railroad, thence northeasterly along the southeasterly line of the Chicago, Milwaukee, St. Paul & Pacific Railroad to the actual point of beginning. WHEREAS, said property was originally acquired for the purpose of use as a part of the Hopkins sanitary landfill, and said portion of the landfill has now been completely filled and no longer necessary for any public purpose. NOW, THEREFORE, it is hereby resolved by the City Council of the City of Hopkins, as follows: 1. Strojan Re: Sale of Part of Landfill Recently, Mr. Keith Simon, representing the party who is presently leasing a portion of the former City Landfill property, inquired as to the possibility of his client acquiring ownership of a portion of the landfill. You instructed me to consider this re- quest , taking into consideration the possible disposition of the entire landfill property. On July 18, 1978, the Council passed Resolution No. 78-2693, which authorized the sale by public bid of a portion of the landfill abutting the Chicago,Milwaukee, St. Paul & Pacific R.R. Based upon a public bid, Rutledge Construction Co. contracted for the sale of two • parcels. The City has also considered the possibility of the extension of 7th St. to serve the two parcels and also other land within the landfill that may be used by the City or sold in the future. This road could be tied into future roads in the City of Minnetonka. In my opinion, the City could consider the sale of a parcel of land abutting the Milwaukee R.R. and westerly of the parcels previously sold. It appears unlikely that the City will build a public works facility on the remaining portion of this landfill. However, until such time as a new facility is constructed, the City will need the land for use as a storage site for trucks and equipment, materials for con- struction and maintenance such as salt and sand piles, wood chips, recreation equipment, etc. If the City is to develop the southerly portion of the landfill for some type of park use, a roadway will have to be provided. Since this has not been finalized, it would be prema- ture to offer for sale any more of the landfill than shown on the atta- ched sketch.
