80-2890 CITY OF HOPKINS 1111 Hennepin County, Minnesota RESOLUTION NO. 80-2890 A RESOLUTION RECEIVING REPORT AND CALLING FOR HEARING ON IMPROVEMENTS WHEREAS, pursuant to Resolution No. 80-2878 of the Council adopted September 16th, 1980, a report has been prepared by John Strojan, City Engineer, with reference to the watermain extensions along 2nd Avenue South, south of 7th Street South, connecting to existing main at Hopkins Nursing Home and extending along the west side of Hopkins Nursing Home thereon and this report was received by the Council on November 4th, 1980. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HOPKINS, MINNESOTA, as follows: 1. A public hearing shall be held on such proposed improvement on the 6th day of January, 1981, in the Council Chambers of the City Hall at 7:30 o'clock P.M. , and the Clerk shall give published notice of such hearing and improvement as required by law. VESELY, City Attorney • CITY OF HOPKINS 4111 Hennepin County, Minnesota RESOLUTION NO. 80-2889 A RESOLUTION ORDERING PREPARATION OF ENGINEER'S REPORT ON IMPROVEMENTS WHEREAS a petition has been received requesting the installation of traffic signals at 17th Avenue South and County Road #3 thereon and the assessment of benefitting property for all or a portion of the cost of the improvement pursuant to M.S.A. , Secs. 429.011 to Secs. 429.111, as amended. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HOPKINS, MINNESOTA, that the proposed improvement be referred to John Strojan, City Engineer, for study and he is instructed to report with all • convenient speed advising the Council in a preliminary way as to whether the proposed improvements are feasible and as to whether they should best be made as proposed or in connection with some other improvement and the estimated cost of the improvements as recommended. J. Strojan, City Engineer Re: Park & Ride Signs Recently the Metro Transit Commission constructed a Park & Ride facility on City owned property south of County Road 3 between 7th & 8th Ave. This facility is now being served by a bus on a regular schedule. The City has, by agreement, the responsibility of providing the routine maintenance such as sweeping and snow plowing. This must be done during non-use hours and can only be done effectively if vehicles are not parked overnite. We would therefore propose for Council consideration that the Park . and Ride lot be posted NO PARKING 2 a.m.-5 a.m. to prevent the over- nite parking of cars and trucks. Presently there are no regulations governing the use of the lot during other hours. These are to be worked out with Metro Transit as future demand for Park & Ride space becomes apparent. Strojan, City Engineer Re: Street Lighting on Washington Ave. No. The County has reconstructed Washington Ave. No. (also known as the West Frontage Road) between Excelsior Ave. and Minnetonka Mills Road as part of the current construction of a section of County Road 18. The existing intersection lighting was removed during construction and some type of lighting should be reinstalled. The road is an important connection to Excelsior Ave. and is increasing in traffic volume. Normal city policy has been to provide lights at intersections. However, because of the curvilineal alignment of the road, the follow- ing street lights on Washington Ave. No. are recommended for Council consideration: 110 (1)At -Park Lane (2) "lst St. No. (3) At point 200 ft. north of 1st St. (4) At 2nd St. No. The County will install lighting on the freeway but this will not be done until the final stages of construction, probably in 1983-84. Possibly the freeway lighting will be adequate to light the frontage road also, but this cannot be determined until the freeway lighting is in place. Roadway lighting will help increase pedestrian and bicycle safety. Respectfully submitted, ohn J.
