Subject: Content of Comprehensive Plan
Several elements of the comprehensive plan conveyed to you
earlier will pose practical problems in the future. Since the plan
is a guideline rather than a straightjacket, this can be dealt with
as you go along, but you should be advised about some of this now.
Page 90, re Hilltop Park - This recommendation (moving the three
houses on site to the north side of 4th St. No. ) is somewhat question-
able from a cost-benefit standpoint. See also Page 121.
Page 91, re Central Park - are we really to use Central Park as
a CBD parking lot? There is also a density conflict within the plan
concerning housing on this site.
Page 94, re Public Works Garage - since the writing of this sec-
tion, the sentence that the area west of the nursery "is a sound build-
able site of sufficient size and access" for the City shops has been
411 contradicted by a soils test. As was pointed out to you by memo at
budget time, the cost of soils correction more than overbalances the
savings involved in using this site.
Other items could be discussed, but I think the important point
to be stressed is that each of the plan elements regarding public
facilities should be considered on a case-by-case basis at the appro-
priate time.
