RESOLUTION SETTING FEES FOR SPECIAL CLUB LICENSES
Proposed Action
Staff recommends that the Council approve the following motion: Approve Resolution 2015-029 A
Resolution Setting Fees for Special Club Liquor Licenses.
Approval of this motion will amend the current special club license fees and bring into conformance with
State Statute.
Overview
Currently the fee for special club licenses in Hopkins is set at $800. The fee structure for special club licenses
is provided in Minnesota Statute 340A.408. The fee for the license issued by a municipality to a club must be
no greater than:
1.$300 for a club under 200 members
2.$500 for a club with between 201 and 500 members
3.$650 for a club with between 501 and 1,000 members
4.$800 for a club between 1,001 and 2,000 members
5.$1,000 for a club between 2,001 and 4,000 members
6.$2,000 for a club between 4,001 and 6,000 members
7.$3,000 for a club with over 6,000 members
Cities are not allowed to change liquor license fees unless a notice of the proposed increase has been mailed to
all affected license holders at least 30 days prior to the date set for the hearing. Notice was sent to the four
affected license holders on March 11, 2015. The City currently licenses four clubs: The American Legion,
VFW, Elks and Oak Ridge Country Club. As part of their annual renewal paperwork, the licensees will be
required to attest to membership total. It is anticipated that the liquor license revenue will be reduced by
$1,200 with the change in fees.
Minnesota Statute 340A.404 allows for licenses to be issues to clubs or congressionally chartered veterans’
organizations with the approval of the commissioner, provided that the organization meets the following
qualifications:
The organization has been in existence for at least three years; and
Sales will only be made to members and bona fide guests.

WHEREAS,
the Hopkins City Code authorizes the City Council to set fees by
Resolution; and
WHEREAS
, the City must follow Minnesota Statutes when issuing the Special Club
Licenses.
THEREFORE BE IT NOW RESOLVED
that the following fees for Special Club
Licenses shall be changed to match the fees set out in Minnesota Statutes 340A.408 as follows:
1.$300 for a club under 200 members
2.$500 for a club with between 201 and 500 members
3.$650 for a club with between 501 and 1,000 members
4.$800 for a club between 1,001 and 2,000 members
5.$1,000 for a club between 2,001 and 4,000 members
6.$2,000 for a club between 4,001 and 6,000 members
7.$3,000 for a club with over 6,000 members
