RESOLUTION NO. 78-2738
A RESOLUTION RECEIVING REPORT AND CALLING
FOR HEARING ON IMPROVEMENTS
WHEREAS, pursuant to Resolution No. 78-2612 of the Council adopted
April 4, 1978, a report has been prepared by John Strojan, City Engineer,
with reference to street construction beginning at a point on Cambridge
Street approximately 200 feet west of Blake Road, thence southerly approxi-
mately 365 feet by the acquistion of land, bituminous curb and bituminous
reconstruction thereon and this report was received by the Council on
November 7th, 1978.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HOPKINS, MINNESOTA,
as follows:
1. The Council will consider the improvement of such street in accordance
with the report and the assessment of the following described property in Section
25, Township 117, Range 21 (Parcel 6520) Commencing at a point in east line of
Northwest Quarter (NWS) of Northeast Quarter (NE1) distant 720.8 feet south from
northeast corner thereof, thence west parallel with north line of Northeast
Quarter (NE1) to a point in northeasterly line of Rubel and Goldman Addition,
thence southeasterly and easterly along said northeasterly line to east line of
NOrthwest Quarter (NWa) of Northeast Quarter (NE1) , thence north to beginning,
except road; Tract A, Registered Land Survey No. 1263; Tracts A and B, Registered
Land Survey No. 1367, for all or a portion of the cost of the improvement pursuant
to M.S.A. , Secs. 429.011 to Secs. 429.111, as amended, at an estimated total cost
of the improvement is $27,375.00 for land acquistion; $632.50 for bituminous curb;
and $3,450.00 for bituminous reconstruction.
2. A public hearing shall be held on such proposed improvement on the 6th
day of February, 1979, in the Council Chambers of the City Hall at 7:30 o'clock
P.M. , and the Clerk shall give published notice of such hearing and improvement
as required by law.
Adopted by the Council of the City of Hopkins, Minnesota, this 7th day of
November, 1978.

Re: School Bus Zone on Excelsior Ave.
This matter has been before the Council at the October 17, 1978, meeting.
At that time the Council had not received an official letter frau the Hopkins
Consolidated Parochial School requesting the bus zone posting. The City staff
suggested an unofficial trial during the period before the next Council meeting.
This is being done and our information frau the school authorities is that it is
working well.
Attached are two letters, one requesting an 8:00 to 4:00 p.m. posting and
another requesting a 7:30-9:30 a.m. and 3:00-4:30 p.m. posting. In our observa-
tion of the times that the buses were actually at the school, we felt that the
time limit could be shortened to one hour in the morning (8:30-9:30) and one hour
in the afternoon (3:00-4:00) . This would allow the use of this space for other
on street parking uses in the area outside of these times. We have discussed
this with the school authorities of the Consolidated School and they feel that
• it would probably be satisfactory.
Therefore, we would recommend for Council consideration the posting of the
south sicb of Excelsior Avenue from a point 120 feet west of 13th Avenue to a point
170 feet west as follows:
School Buses Only - 8:30 a.m.to 9:30 a.m. and
3:00 p.m. to 4:00 p.m. - School Days Only

Referring to our letter of September 27 requesting permission to post
the area between 13th and 14th avenue on the south side of Excelsior for
school buses between the hours of 8:00 A.M. and 4:00 P.M. , the signs
should read between 7:30 - 9:30 A.M. and 3:00 - 4:30 P.M. on School Days
only.

Re: School Bus Zone on Excelsior Avenue
The City Council authorized a study of a possible designation of a
school bus zone on Excelsior Avenue between 13th Avenue and 14th Avenue
in front of St. Josephs School. This was based upon the assumption that
an official request would be forwarded to the City from the school.
Mr. Dave Teclaw did contact the school and received a letter but felt
that the letter submitted should have contained more details as to the
problem. He will contact them to ask for a revised letter.
I have continued to work on this request by contacting Bruce Swanson,
District 274 Transportation Supervisor. He has reviewed the unofficial
request with the school and with the Medicine Lake Bus Company. He feels
that the request is a reasonable one and that it will improve the safety
• condition for the children.
As an interim measure, Mr. Lee Cooper will work with the school and
Mr. Swanson to unofficially "try out" the proposed bus zone by posting
signs which would restrict the parking for one hour in the morning and
one hour in the afternoon. The zone is presently unposted and is probably
used for all day parking by teachers and others.
This will give us an opportunity to gain some experience with the new
bus zone. Then an official report and recommendation can be submitted to
the Council for the next meeting.

Because of our concern for the safety of the children
attending St. Joseph ' s School , the school administration
and the Board of Hopkins Parochial School (St. Joseph ' s)
are requesting permission to post the area between 13th and
14th avenue on the south side of Excelsior for school buses
only between the hours of 8 : 00 A.M. and 4 : 00 P.M. on school
days . This would enable buses to load and unload in the
front of the building rather than in the circle at the rear
• of the building .
We understand this matter can be brought before the
city council and we would appreciate your early considera-
tion.
