RESOLUTION AUTHORIZING ACQUISITION OF
CERTAIN LANDS LOCATED IN BLOCK 69 WEST
MINNEAPOLIS SECOND DIVISION BY NEGOTIATION
AND PURCHASE OR BY CONDEMNATION IN EMINENT
DOMAIN FOR AND BEHALF OF THE HOUSING AND
REDEVELOPMENT AUTHORITY OF HOPKINS, MINNESOTA
WHEREAS, on December 7, 1976, the City Council of the City.of Hopkins,
pursuant to its Resolution No. 76-2548 determined and resolved to adopt a Hopkins
Redevelopment program in the downtown central business district all within the
meaning of MSA 462.421; and
WHEREAS, in the furtherance of the plan heretofore adopted, it is
necessary for the City of Hopkins Housing and Redevelopment Authority to acquire
certain parcels of land as a portion of the Hopkins Redevelopment program set forth
in previous Resolutions of the City Council which land is located in Block 69
West Minneapolis Second Division.
• NOW, THEREFORE, it is hereby resolved by the City Council of the City
of Hopkins and by the Housing and Redevelopment Authority of the City of Hopkins
as follows:
1. That it is necessary in the furtherance of the plan of rehabilitation
and redevelopment in the City of Hopkins and in the public interest for public
purposes set forth and allowed in the Statutes of the State of Minnesota, that the
City immediately acquire by negotiation and purchase or by an action in condemnation
under the Laws of Eminent Domain the title to the following described premises
situated in Hopkins, Hennepin County, Minnesota, viz:
Parcel 1.
The southerly 24 feet of Lot 3, and all of Lots 4, 5, 6, 19,
20, 21 and the southerly 24 feet of Lot 22 together with that
part of the north south alley in said block adjacent to and
abuting upon said Lots or parts thereof all in Block 69 West
Minneapolis Second Division.
Parcel 2.
Also:
Lots 16, 17 and 18 in Block 69 West Minneapolis Second Division.

2. That the City Manager and the City Attorney of the City of Hopkins
is hereby ordered, authorized and empowered to acquire the above premises as
hereinabove set forth at not more than the fair and reasonable market value of
said premises and that upon such acquisitions the proper officers of the City
of Hopkins are hereby authorized and empowered to issue funds of the City of
Hopkins to pay for the cost of such acquisitions including all reasonable
expenses necessarily spent in connection therewith.
3. That upon the acquisition of the titles to said above described
premises it is hereby further resolved that the presently existing structures,
dwellings and other buildings located thereon shall be completely razed and
removed therefrom at the expense of the City of Hopkins.
4. That thereafter the City Manager and the City Attorney is hereby
authorized for and on behalf of the City of Hopkins to accept offers for all
or parts of the premises described in Parcel 1, it being understood that such
offers shall be by bona fide prospective purchasers whose intent and purpose
shall be the immediate redevelopment by construction of suitable commercial
buildings and other structures thereon and that no offer shall be accepted from
any offeror except for the purposes hereinabove set forth.
• Passed and adopted by the Council of the City of Hopkins, Minnesota,
at a regular meeting held on the 4th day of January, 1977.
