CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held
on Tuesday, May 5, 2015 at 7:04 p.m. in the Council Chambers at City Hall, 1010 First Street
South, Hopkins.
Mayor Maxwell called the meeting to order with Council Members Halverson, Cummings, Gadd
and Kuznia attending. Staff present included City Manager Mornson, City Planner Anderson,
City Clerk Domeier, Planning and Development Director Elverum, Assistant City Manager
Genellie, Finance Director Harkess, City Attorney Landsman and Public Works Director Stadler.
ADOPT AGENDA
Motion by Cummings. Second by Kuznia.
Motion to Adopt Agenda.

PRESENTATIONS
111.1. Proclamation: National Bike Month
Planning and Development Director Elverum read the Proclamation declaring the month of May
as National Bike Month in the City of Hopkins. The community is invited to join in on the "Ride
with the Mayor and Hopkins City Council"bike event on May 13, 5:30 pm starting at the Depot
Coffee House. Ms. Elverum reminded everyone that May 11-15th is Bike to Work Week.

NEW BUSINESS
V. 1. Award Sale of Bonds — G.O. Street Reconstruction Bonds, Series 2015A; (CR2015-
061)
Jason Aarsvold, Municipal Advisor from Ehlers, Inc. provided an overview of the General
Obligation Street Reconstruction and Tax Abatement Bonds, bids, interest rates and bond rating.
Standard & Poor's affirmed the city's AA+bond rating.
Council Member Cummings asked about the number of bids. Mr. Aarsvold explained that the six
bids is a good reflection of the market and that the bonds sold competitively. Mayor Maxwell
asked about the interest rate. Mr. Aarsvold commented on the good results of the interest rate.
Motion by Gadd. Second by Halverson.
Motion to Approve Resolution No. 2015-043 awarding the sale of General Obligation
Street Reconstruction Bonds, Series 2015A, in the original aggregate principal amount of
$4,100,000; fixing their form and specifications; directing their execution and delivery;
and providing for their payment.

Nays: None. Motion carried.
V. 2. Award Sale of Bonds — G.O. Tax Abatement Bonds, Series 2015B; (CR2015-062)
Motion by Halverson. Second by Cummings.
Motion to Approve Resolution No. 2015-044 awarding the sale of General Obligation
Tax Abatement Bonds, Series 2015B, in the original aggregate principal amount of
$2,940,000; fixing their form and specifications; directing their execution and delivery;
and providing for their payment.
Ayes: Halverson, Cummings, Maxwell, Gadd, Kuznia
Nays: None. Motion carried.
V. 3. 2015 Growers' Market Agreement; (CR2015-057)
City Planner Anderson gave an overview of the 2015 Growers' Market Agreement. Ms.
Anderson explained that there are two additions to the agreement that include allowing two food
trucks at the Market and Thanksgiving turkey pickup. The City Attorney office has drafted the
agreement.
Council Member Cummings asked about the addition of food trucks. Ms. Anderson explained
that there are no food trucks at this time but this will allow for the addition of two trucks.
Council Member Halverson asked about the time frame for the food trucks. Ms. Anderson
explained that food trucks would be allowed during Growers' Market hours only. Mayor
Maxwell asked about the location of the food trucks, food truck insurance and the construction
completion of the parking lot. Ms. Anderson explained that the food trucks will be within the
Market area and Public Works Director Stadler commented that the lot is scheduled to be

complete prior to the opening of the Growers' Market. City Attorney Landsman explained that
the food trucks are licensed and inspected by the Department of Health.
Ms. Anderson commented that city staff would continue to evaluate food trucks within the City
of Hopkins.

Motion to Approve the 2015 Growers' Market Agreement.

V. 4. First Reading: Zoning Ordinance Amendment— Performance Standards/Site Plan
Approval; (CR2015-059)
City Planner Anderson gave an overview of the amendments to the zoning ordinance for
performance standards and site plan approval. Ms. Anderson explained that the amendments
have been upgraded to follow Minnesota Pollution Control Agency and Department of Health
regulations and are similar to the City of Minnetonka. The Zoning and Planning Commission
unanimously approved the amendments.
Mayor Maxwell commented that having similar standards as the City of Minnetonka would be
important when working in partnership on the Shady Oak Station area.
Motion by Kuznia. Second by Cummings.
Motion to Adopt Resolution 15-42, approving Ordinance 15-1095, amending the zoning
ordinance regarding performance standards and site plan approval for first reading.

Nays: None. Motion carried.
V. 5. First Reading: Zoning Ordinance Amendment— Retail in Industrial Districts;
(CR2015-058)
City Planner Anderson explained that the amendment would allow a tenant in Industrial Districts
to have a larger retail use but still limit the overall retail use for the entire building. The
Amendment would allow more flexibility for property owners to have one retail user.
Council Member Cummings asked how this item was brought to staff's attention. Ms. Anderson
explained that an application came before staff.
Motion by Gadd. Second by Halverson.
Motion to Adopt Resolution 15-41, approving Ordinance 15-1094, amending the zoning
ordinance regarding the amount of retail in industrial districts for first reading.

• Citizen Academy Alumni event is scheduled for May 28, 6-9 pm at Hopkins Center for the
Arts.
Mayor Maxwell commented on the Cottageville Park Ground Breaking and thanked all the
partners, city staff and Park Board for their hard work and support of the project. Mayor
Maxwell also encouraged the community to continue to support Hopkins Mainstreet businesses
especially during the time of road construction.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Halverson, second by Cummings, the meeting was unanimously adjourned at 7:27 p.m.
OPEN AGENDA— PUBLIC COMMENTS AND CONCERNS
Jeremy Hale, LTD Brewing Co., came forward to address Council regarding changing the
Hopkins Ordinance to allow off-sale of growlers on Sundays. The State of Minnesota passed a
law effective May 1st allowing the sale of 64 ounce growlers on Sundays with local approval.
Mr. Hale announced the one-year anniversary event at LTD Brewery on Saturday, June 6th
The City Council also discussed the change in hours for Sunday sales. Effective May 1,
businesses can begin sales at 8 a.m. instead of 10 a.m. with local approval.
Assistant City Manager Genellie commented the ordinance changes would require two readings.
The first reading could be scheduled for the Council Meeting on May 19 with a second reading
on June 2. City Clerk Domeier commented that the city could set the hours of the sales.
Council consensus was in support of staff to draft an ordinance.
