RESOLUTION NO. 77-2628
RESOLUTION ADOPTING ASSESSMENTS
WHEREAS, pursuant to proper notice duly given as required by law,
the council has met and heard and passed upon all objections to the proposed
assessment for the construction, acquisition and beautification of parking
lots as more fully described in Exhibit "A" hereto attached.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HOPKINS,
MINNESOTA, as follows:
1. Such proposed assessments, a copy of which is attached hereto
and made a part hereof and hereby accepted and shall constitute the special
assessments against the lands named therein, and each tract of land therein
included is hereby found to be benefitted by the proposed improvement in the
411 amount of the assessment levied against it.
2. Such assessments shall be payable in equal, annual installments
extending over a period of years as set forth in the Schedules of Assessments,
the first of the installments to be payable on or before the first Monday in
January, 1978. Any deferred installments shall bear interest at the rate of
six percent (6%) per annum from the 1st day of October,1977. To the first
installments shall be added interest on the entire respective assessments
from October 1st, 1977 until December 31st, 1978. To each subsequent install-
ments when due shall be added interest for one year on all unpaid installments.
3. The owner of any property so assessed may at any time on or before
411 November 15th, 1977, pay the total amount of the assessments against any parcel
to the City Treasurer without interest. Also, the owner of any property may
at any time thereafter, on or before November 15th of each year pay to the City
Treasurer, the entire amount of the assessments remaining unpaid.
4. The Clerk shall forthwith transmit a certified duplicate of this
assessment to the County Auditor to be extended on the proper tax lists of the
county, and such assessments shall be collected and paid over in the same manner
as other municipal taxes.
Adopted by the Countil of the City of Hopkins, Minnesota, this 20th
day of September, 1977.

Section 13, Township 117, Range 22.
4. Sanitary sewer on 16th Avenue South from Fifth Street to a point approximately
118 feet south, the total cost of the project being $5,303.80 and the area to be
assessed being the following described properties: Lots 2 thru 6, inclusive and
Lots 19 thru 24, inclusive, Block 3, L. P. Creviers 1st Addition to West Minneapolis.
5. Installation of storm sewer on Third Street South from County Highway No. 18 to
Fifth Avenue South, the total cost of the project being $43,025.07 of which
$13,876.33 is being assessed to the following described properties: Lot 26,
except that part deeded to Donald F. Hagen, etal and that part deed to Pergood Company;
Lot 30, both in Auditors Subdivision No. 242; Blocks 25 thru 29, inclusive, including
vacated streets, except road, West Minneapolis.
6. Installation of Ornamental Street Lights on Burnes Drive from Minnetonka Mills
Road to the intersection of Burnes Drive and Campbell Drive and on Campbell Drive
to the intersection of Campbell Drive and Burnes Drive, the total cost of the
project being $3,520.02 and the area to be assessed being: Lots 1 thru 13, inclusive,
Block 1; Lots 1 thru 9, inclusive, Block 2; Lots 1 and 2, Block 3; all in Campbells

12. Street reconstruction and bituminous surfacing on Seventh Avenue South
from Excelsior Avenue southerly to east-west alley, the total cost of the project
being $2,807.20 and the area to be assessed being the following described properties:
Lots 1 thru 6, inclusive, Block 2; Lots 1 thru 6, inclusive, Block 3, West Minneapolis.
13. Construction of parking spaces on Second Street South between Sixth Avenue South and
Eighth Avenue South, total cost of the project being $5,321.88 and the area to be
assessed being: Lots 19 thru 29, inclusive, Block 2; Lots 21 thru 31, inclusive,
Block 3, West Minneapolis.
14. Tree removal at 102 Van Buren Avenue South, total cost being $68.25 assessed to
11/ Lot 1, Block 35, West Minneapolis Center; and 1429 Oxford Street, total cost being
$68.25 assessed to Lot 36, Auditors Subdivision No. 239.
PARKING LOTS
Reconstruction of existing parking lots between Tenth Avenue South and Eleventh
Avenue South immediately south of the east-west alley in Block 6, West Minneapolis,
the total cost of this project being $6,244.66;
The acquisition of property and construction of public parking lots between Eighth
Avenue North and the alley immediately west on Lots 11, 24 and 25, Block 5, West
Minneapolis, the total cost of the project being $18,237.55;
Beautification of all the Municipal Parking Lots on the following locations: (1)
Eighth Avenue South, Lots 7 and 46, Block 3, West Minneapolis; (2) Eighth Avenue
South, Lots 7, 8, 9, Block 4, West Minneapolis; (3) Eighth Avenue North, Lots 4,
5, 6, 7, Block 67, West Minneapolis Second Division; (4) Tenth Avenue North, Lots
16, 17, 18, 19, 20, Block 68, West Minneapolis Second Division; (5) Tenth Avenue
South, Lots 7, 8, 9, 10, 11, 24, 25, 26, 27, Block 6, West Minneapolis; the total
cost of this project being $37,408.88;
Construction of Municipal Parking Lot on Lots 7, 8, 9 and 10, Block 5, West
Minneapolis; total cost the project being $81,131.99;
Acquisition of land and construction of a public parking lot on Lots 6, 16, 17, 18
and 19, including adjacent alley, Block 69, West Minneapolis Second Division;
total cost of the project being $120,147.25;
. Acquisition of land and construction of a public parking lot on the north 21 feet
of Lot 23 and south 43 5/10 feet of Lot 24, including adjacent 1/2 of alley
vacated, Block 6, West Minneapolis, the total cost of the project being $34,500.00;
