05-19-2015 Work Session after City Council Meeting MINUTES OF THE CITY COUNCIL WORK SESSION
AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING
TUESDAY, MAY 19, 2015
Pursuant to due call and notice thereof a work session of the Hopkins City Council was held on
Tuesday, May 19, 2015 at 9:25 p.m. in the Council Chambers at City Hall, 1010 First Street
South, Hopkins.
Mayor Maxwell called the meeting with Council Members Cummings, Gadd, Halverson and
Kuznia attending. Staff present included City Manager Mornson, City Clerk Domeier, Planning
and Economic Development Director Elverum and Director of Public Works Stadler.
Planning and Development Director Elverum introduced Chris Wilson who provided an update
on PPL project at Oxford Village. Mr. Wilson provided information on the financing, design
changes and the addition of two homeless units. Mayor Maxwell suggested that the homeless
units be directed towards veterans. City Council supported the project as proposed.
Ms. Elverum presented information on the Southwest LRT potential scope/budget reductions and
detailed the proposed cuts affecting Hopkins. Discussion was held about the issues with the
Shady Oak station. Ms. Elverum also gave an update on the grants associated with the Kelly
Doran project.
Ms. Elverum provided information about the proposed Downtown Hopkins Revitalization
Initiative. City Council will contact staff with any questions or concerns about the project. Ms.
Elverum anticipated an agreement would be in place with the County and considered at a future
meeting.
Ms. Elverum provided an update on the art dedication donation request from Gallery Flats. She
stated that the Public Art Committee generally supported the idea. The City Council consensus
was to allow $5,000 to be used.
Ms. Elverum also provided updates on other development projects.
Council Member Gadd stated that Pub 819 opened their sidewalk café. Brief discussion was
held on the noise and hours. City Clerk Domeier will follow-up with the owners.
Council Members Cumming provided an updated on the Cottageville Park area. The BRCC is
considering establishing 501 C3 for Cottageville Park.
City Manager Morrison provided updates on the airfare rates for the NLC conference, staffing
changes and the proposed meeting with the historical society.
Council Member Kuznia will be absent from the July 7 meeting.
There being no further business to come before the City Council and upon a motion by Kuznia,
second by Gadd, the meeting was unanimously adjourned at 11:25 p.m.
