CALL TO ORDER
Pursuant to due call and notice thereof a regular work session of the Hopkins City Council was
held on Tuesday, May 12, 2015 at 6:31 p.m. in the Raspberry Room at City Hall, 1010 First
Street South, Hopkins.
Mayor Maxwell called the meeting to order with Council Member Cummings, Gadd, Halverson
and Kuznia attending. Staff present included City Manager Mornson and Public Works Director
Stadler.
PARK SYSTEM REINVESTMENT PLAN UPDATE
In addition to City staff, representatives present for the item were Kevin Clarke, Hoisington
Koegler Group and Norman Teigen, Hopkins Park Board.
Public Works Director Stadler gave an overview of the Park Improvement Survey feedback,
planning process and funding. Mr. Clarke presented an overview of the Park System
Reinvestment Plan including park inventory, system needs assessment, individual park plans and
the next steps. Mr. Clarke reviewed the community survey results. The 325 survey responses
revealed that 40% of survey takers visit their neighborhood park once per week, 90%of survey
takers walk to their neighborhood park and 92%of survey takers feel able to bike/walk safely.
58% of survey takers wished for updates to rundown park features. Mr. Clarke discussed an
approach to the park reinvestment plan:
•Replacing what we have unless it needs to be removed
•Address safety issues
•Provide restrooms where appropriate
•Provide updated and unique community-wide features
Mr. Clarke explained that the draft plan includes action items, inventory and priorities for each
of the parks. Mr. Clarke gave an overview of the highlights for the three focus parks; Burnes
Park, Valley Park and Central Park. The next steps include a public open house on June 18, an
online survey, prioritizing the investments and putting together a draft and final plan. Mr. Stadler
commented on the upgrades to the winter experience at Central Park. The Park Board is in favor
of the plan to focus and make better use of one main area for winter recreation.
Council Member Cummings asked about the Central Park winter skate loop. Mr. Clarke
explained that the skate loop would be a longer and more exciting skating experience with
expanded winter use of the park. Mayor Maxwell commented on the importance of not
duplicating equipment if the same use is available nearby.
Mayor Maxwell asked about the cost and ongoing maintenance of a splash pad at Burnes Park.
Mr. Stadler explained that maintenance issues need to be considered. The Park Board is in favor
of a splash pad at Burnes Park. There was discussion about having a fee, honor system or an
attendant at a splash pad.
Council Member Cummings asked about upgrades to parks other than the focus parks. Mr.
Stadler explained that the Capital Improvement Plan has a scheduled replacement plan for the
other parks.

Mr. Stadler commented on the funding needs and that the Park Board would like to look at
selling bonds allowing for more improvements to be done at one time. Mr. Stadler commented
that the immediate needs include restrooms, upgrades to the play equipment, and the Burnes and
Central Park warming house upgrades/replacement. Mr. Stadler is investigating the cost of the
warming houses and Oakes Park picnic shelter replacement. Staff will continue to investigate
park improvement costs, determine priorities and will keep the Council updated.
Mayor Maxwell asked about parking at parks with expanded amenities without interfering with
the neighborhoods. Staff commented that there is enough parking at Central Park and the Burnes
Park has a shared parking arrangement with Zion Church.
Council Member Cummings asked about the Park Dedication Fee and addition of restrooms
facilities at the parks. Staff commented that the park dedication fee is a negotiable item but the
franchise fee contributes $295,000 to the park fund. Mr. Stadler commented that staff is
investigating year-round access to park restrooms.
Council Member Gadd asked about concerns from neighborhoods not served by the 1/4 mile
radius to a neighborhood park. Mr. Clarke commented that the Hopkins area is built out with
little ability for park expansion and he has not heard any concerns from neighborhoods regarding
this. Mr. Stadler commented that the future addition of trails will connect neighborhoods to
parks.
There was discussion regarding continuing to gather information for the Park Survey by having
surveys available at the parks where people gather and at the Citizens Academy event. Mr.
Stadler commented that the online survey is still available on the city website and staff will
continue to discuss with the Park Board ways to get the survey out to the public. Mr. Clarke
commented that in addition to the survey, information was gathered from other cities as well as
looking at the trends in park redevelopment.
Mayor Maxwell asked about costs. Mr. Clarke commented that by having a plan in place may
help with future equipment pricing. Staff will continue to investigate financing options and
present options to the Council.
The June 18th Park System Open House at Hopkins City Hall will be publicized in the June
Hopkins Highlights, city website, Hopkins Connections, social media, local newspaper and
direct emails.
UPDATES
• Public Works Director Stadler updated the Council on the solar proposals. Staff is in the
process of reviewing the three proposals.
• The Interlachen Park bids came in at $68,000; $8,000 more than the budget in the CIP.
Additional funds will come from the Park Dedication Fund. The project will begin this
summer.
• Mr. Stadler commented that the streets, parking lots and Cottageville Park projects are
progressing.
• Staff is still investigating no overnight parking on 8th Avenue S.
• Council Member Kuznia discussed concerns regarding the condition of a home on Maple

Hill Road.
• Council Member Kuznia attended the Community Notification Meeting hosted by the
Hopkins Police Department regarding a level III predatory offender. Officers did a good
job of presenting information to the community.
• Council Members Kuznia and Cummings gave an overview of the Police and Fire Safety
Event at the Fire Station.
• Council Member Gadd gave an update on the Shady Oak Station, CMC meetings and a
social event for Hopkins Police and Fire hosted by the local Chaplains.
• Council Member Cummings discussed the Gethsemane Lutheran community input
initiative. There was discussion about hosting a faith community meeting.
• City Manager Mornson discussed the Citizen's Academy Alumni event and agenda.
Invitations were sent to 150 alumni.
• A meeting with the Hopkins City Council, Minnetonka City Council and Hopkins and
Minnetonka Zoning and Planning Commissions regarding the Shady Oak Station is
scheduled for September 21, 6-9 pm at the Hopkins Fire Station. The Hopkins City
Council would like to meet with the Zoning and Planning Commission prior to the
September meeting.
• Discussion of the annual Open Book meeting with the appraisers from Hennepin County.
• City Manager Mornson updated the Council on the Southwest Light Rail Transit potential
budget cuts and the impact on Hopkins. Staff will keep the Council updated.
• Discussion of Grand Stay Hotels looking at a Hopkins location.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Gadd,
second by Cummings, the meeting was unanimously adjourned at 8:29 p.m.
