12-20-1977 CC A regular mooting of the Council of the City of Hopkins, Minnesota, was held on Tuesday,
December 20, 1977, at 7:30 p.m., in the Council Chambers in the City Hall.
Present were Mayor Miller, Councilmen McDonald, Milbert, Slaton and Luhmann, also City
Manager Craig, City Clerk Richardson, City Engineer Strojan, Asst. Engineer, Anderson,
Operations Director Beecher, Building Inspector Kohnen and City Attorney Vesely.
Reel 129 Mr. Milbert moved, and Dr. Slaton seconded the motion, that the three items
Side 1 under the CONSENT CALENDAR, be approved with the exception of license #158
4-11 listed under the renewals of the 1978 license applications:
1. Minutes of the December 13, 1977, Council meeting.
2. Renewals of 1978 license applications. (List attached)
3. Request by Northern States Power Co., for permit to place buried cable on
the west side of 10th Avenue No., from the alley north of Excelsior Avenue
to a point 300 feet north.
A poll of the vote was as follows: Mr. McDonald, yea; Mr. Milbert, yea; Dr. Slaton,
yea; Mr. Lohmann, yea; and Mayor Miller, yea. Motion carrier? unanimously.

• Action: Dr. Slaton moved, and Mr. Milbert seconded the motion, that expenditures dated
11-21 December 20, 1977, Warrant No. 524 in the amount of $160,729.42, and Warrant No.
525 in the amount of $63,187.37, he approved and authorized for payment. A poll
of the vote was as follows: Mr. Lohmann, yea; Dr. Slaton, yea; Mr. Milbert, yea;
Mr. McDonald, yea; and Mayor Miller, yea. Motion carried unanimously.
Item: 77-149-0. Dr. Slaton moved, and Mr. Lohmann seconded the motion, that Ordinance No.
21-25 77-436, "AN ORDINANCE RELATING TO THE PREPARATION AND REVIEW OF ENVIRON-
MENTAL ASSESSMENT WORKSHEETS, ENVIRONMENTAL IMPACT STATEMENTS, AND OTHER
ENVIRONMENTAL DOCUMENTS", be accepted for the second reading thereof and
according to law same to be ordered published. A poll of the vote was
as follows: Mr. McDonald, yea; Mr. Milbert, yea; Dr. Slaton, yea; Mr.
Lohmann, yea; and Mayor Miller, yea. Motion carried unanimously.
Item: 77-170-P. Mr. McDonald moved, and Dr. Slaton seconded the motion, that the
25- recommendation from the Engineering Department
for the installation of a 4-Way Stop Sign at the intersection of 4th
Street and 12th Avenue North be approved, rather than at 3rd Street and
12th Avenue North as petitioned for by the residents of that area. A
poll of the vote was as follows: Mr. McDonald, yea; Mr. Milbert, yea;
• Dr. Slaton, yea; Mr. Lohmann, yea; and Mayor Miller, yea. Motion carried
unanimously.
Action: Mt. Milbert moved, and Mr. Lohmann seconded the motion, to ask the Engineering
-185 Department to put up caution signs, at the intersection of
3rd Street North and 12th Avenue No. to help slow the traffic in this area. A
poll of the vote was as follows: Mr. Lohmann, yea; Dr. Slaton, yea; Mr. Milbert,
yea; Mr. McDonald, nay;and Mayor Miller, nay. Motion carried.
Note: At this time in the meeting City Manager Craig announced that a special meeting
190-195 of the Council will be held on December 28, 1977, at 7:30 p.m., in the Council
Chambers to hold a Public Hearing on development of South Hopkins under the
Tax Increment Financing ,Plan.
Action: Mr. Milbert moved, and Mr. McDonald seconded the motion, that the request for a
195-371 set-up license by Mr. Jamison, owner of the Blockhouse, be denied. A poll of the
vote was as follows: Mr. McDonald, yea; Mr. Milbert, yea; Dr. Slaton, yea; Mr.
Lohmann, yea; and Mayor Miller nay. Motion carried.
Item: 77-175-S. Mr. McDonald moved, and Mr. Lohmann seconded the motion, to approve the
371- proposed 1978 Community Development Budget as submitted by the City
Manager in the amount of $372,715, with the exception of the $5,000
appropriation for Battered Women and that $5,000 be added to
the appropriation for Neighborhood Improvements.

Action: Mr. Lohmann moved to amend the original motion by (1) deleting the $5,000 appro-

preation for Battered Warren and adding $5,000 to the appropriation for Legal
Assistance and (2) reduce the Housing Rehabilitation appropriation by $21,000 and
adding $21,000 to the appropriation for Legal Assistance. A poll of the vote was
as follows: Mr. Lohmann, yea; Dr. Slaton, yea; Mr. Hilbert, yea; Mr. McDonald,
nay and Mayor Miller, yea. Notion carried.
Action: The Mayor then called for a vote on the original motion as amended. A poll of
-1083 the vote was as follows: Mr. McDonald, yea; Mr. Milbert, yea; Dr. Slaton, yea;
Mr. Lohmann, yea; and Mayor Miller, yea. Motion carried unanimously.
Item: 77-176-F. Dr. Slaton moved, and Mr. Lohmann seconded the motion, that the request
1083-1094 by the Finance Director for the deletion of obsolete funds be approved,
and that the balance of $8,304.09 left in one of the funds be transferred
to the Bond Retirement Fund. A poll of the vote was as follows: Mr.
Lohmann, yea; Dr. Slaton, yea; Mr. Milbert, yea; Mr. McDonald, yea; and
Mayor Miller, yea. Motion carried unanimously.
Item: 77-177-C. Mr. MilhPrt moved, and Dr. Slaton seconded the motion, that the amended
1094-1114 contract between the City of Hopkins and the Metropolitan Council Housing
and Redevelopment Authority covering the operation of the Section 8,
S Existing Housing Program be approved, and the City Manager authorized
to sign same. A poll of the vote was as follows: Mr. Lohmann, yea; Dr.
Slaton, yea; Mr. Milbert, yea; Mr. McDonald, nay; and Mayor Miller, yea.
Notion carried.
Item: 77-178-L. Mr. Milbert moved, and Mr. McDonald seconded the motion, that the request
1114-1124 for an Off Sale Non-Intoxicating Malt Liquor license by Pep Oil Co. for
CHAMPLIN SERVICE, 240 Blake Road, be denied. A poll of the vote was as
follows: Mr. McDonald, yea; Mr. Nilbert, yea; Dr. Slaton, yea; Mr.
Lohmann, yea; and Mayor Miller, yea. Notion carried unanimously. (Lic.#158)
Action: Mr. Milbert moved, and Mr. McDonald seconded the motion, that the meeting be
