Minutes of the June 2, 2015 Regular Meeting Proceedings HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 2, 2015 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, June 2, 2015 at 7:04 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Maxwell called the meeting to order with Council Members Halverson, Cummings, Gadd and Kuznia attending. Staff present included City Manager Mornson, City Planner Anderson, City Clerk Domeier, Planning and Development Director Elverum, Assistant City Manager Genellie, Police Captain Johnson, City Attorney Landsman, and Public Works Director Stadler. ADOPT AGENDA MotionSecond by Halverson. by Gadd. Motion to Adopt Agenda. Ayes: Halverson, Cummings, Maxwell, Gadd, Kuznia Nays: None. Motion carried. PRESENTATIONS III.1 Introduction of Police Cadet Alejandro Boldo Captain Johnson introduced Police Cadet Boldo. Police Cadet Boldo thanked the City Council for the opportunity to serve the citizens of Hopkins. III.2. Oath of Office: Police Officer Andrew Hamilton Captain Johnson introduced Police Officer Hamilton. City Clerk Domeier issued the Oath of Office and Police Officer Hamilton’s wife pinned on his badge. Police Officer Hamilton thanked the City Council for the opportunity to serve the citizens of Hopkins. CONSENT AGENDA MotionSecond by Kuznia. by Cummings. Motion to Approve the Consent Agenda. 1. Ratify Checks Issued in May 2015 5. Approve Right of Way Encroachment Agreement – Pierce Ave North; (CR 2015-069) 6. Appointment of Gary Newhouse to Zoning and Planning Commission 7. Appointment of James Warden to Zoning and Planning Commission Ayes: Halverson, Cummings, Maxwell, Gadd, Kuznia Nays: None. Motion carried. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 2, 2015 OLD BUSINESS V.1. Second Reading: Ordinance Amending Section 1200 of the Hopkins City Code: Sale, Consumption and Display of Alcoholic Beverages City Clerk Domeier gave an overview of the proposed amendments to the liquor ordinance. Ms. Domeier reviewed the options for the Council to consider. The City Attorney has reviewed the proposed amendment. Council discussion ensued regarding the business hours for Sunday growler off-sales and sales on Easter Sunday. Ms. Domeier commented on proposals that other cities have adopted and that the Council could decide to allow sales at 8 a.m. and still regulate no sales on Easter Sunday. Ms. Domeier stated that if adopted the first day for Sunday growler sales would be June 14, 2015. MotionSecond by Cummings. by Gadd. Motion to Adopt Resolution 15-47, Option A allowing for Sunday Growler Sales from 8 am to 10 pm including the exception of Easter Sunday. Ayes: Halverson, Cummings, Gadd, Kuznia Nays: Maxwell. Motion carried. NEW BUSINESS VI. 1. Sign Variance – Hennepin County (CR 2015-068) City Planner Anderson gave an overview of the proposed Hennepin County signage. The Zoning & Planning Commission unanimously recommended denial and staff has also recommended denial. Ms. Anderson commented that the applicant does not meet the three requirements to grant a variance. Staff has discussed other options with the applicant. Signage under six square feet does not require a permit. Mr. Mike Vaske, representing Hennepin County, appeared before the Council and gave an overview of the proposed signage. There was Council discussion regarding alternative signage, other building tenants possibly requesting a sign variance and the application fee. Ms. Anderson explained that staff has worked closely with multi-tenant buildings regarding signage requirements and that the $150 application fee covers the public hearing notices. The City Attorney advised the Council regarding options for continuing the motion and timeframe. The applicant would need to approve the timeframe extension in writing. Ms. Anderson commented that the Zoning & Planning Commission will want to review the new proposal. MotionSecond by Cummings. by Gadd. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 2, 2015 Motion to postpone for consideration Resolution 15-47, denying a sign variance at 1011 First Street South, until the second City Council meeting in July with the applicant reviewing other sign plans to be brought back to the Zoning & Planning Commission in June for further consideration and recommendation to the City Council and conditioned upon the applicant providing in writing to waive the right of timeframe under Statute 15.99 prior to the next City Council meeting. Ayes: Halverson, Cummings, Maxwell, Gadd, Kuznia Nays: None. Motion carried. ANNOUNCEMENTS  Southwest Light Rail Transit Open House on Tuesday, June 16, 5 pm at Hopkins Center for the Arts.  Public Hearing Open House on the Park Development Plan on Thursday, June 18, 6 pm at Hopkins City Hall. th  Music in the Park at Downtown Park, 16-9 Avenue South, Thursday, June 18-August 6, 7 pm. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Cummings, second by Gadd, the meeting was unanimously adjourned at 7:49 p.m. OPEN AGENDA – PUBLIC COMMENTS AND CONCERNS The City Council did not receive any comments or concerns.
