ORDINANCE NO. 78-450
AN ORDINANCE LICENSING AND REGULATING THE CONDUCT
OF BINGO AND OTHER AUTHORIZED GAMBLING DEVICES
WITHIN THE CITY OF HOPKINS
BE IT ORDAINED by the City Council of the City of Hopkins, as follows:
SECTION 1. PROVISIONS OF STATE STATUTES ADOPTED. Except as herein
provided, the provisions of Minnesota Statutes Chapters 349.11 through 349.26,
325.54, and 609 as amended, and laws and regulations supplementary thereto and
amendatory thereof, pertaining to the game of Bingo, gambling, and gambling
devices, are hereby adopted by reference and made a part of this Ordinance with
the same force and effect as though herein set forth verbatim.
SECTION 2. LICENSE REQUIRED. No Bingo occasion nor any other permitted
gambling device shall be conducted in the City of Hopkins, except by an eligible
111 organization which has secured a license therefor as provided in this Ordinance.
SECTION 3. LICENSE FEES AND DURATION.
a) The annual license fee for the operation of games of Bingo shall be
$100.00. The annual license fee for other permitted gambling
devices shall be $100.00.
b) Each such Bingo or gambling license shall be issued for a period
of one year or a part thereof, and shall expire on December 31 of
each year. No prorata adjustment of the fee herein required shall
be made regardless of the time of application.
c) A special seven day license for the operation of any Bingo or other
gambling device may be issued at a cost of $25.00.
SECTION 4. APPLICATION. No Bingo or gambling license shall be issued
except upon a written application therefor containing such information as may
from time to time be required by the City of Hopkins, which application shall
thereupon be submitted to the Hopkins Police Department for investigation and
IIIP report thereon to the Council, and the Council shall act upon such application no
later than 30 days after the receipt of the report thereon from the Police Depart-
ment.
SECTION 5. LICENSE TRANSFERS. No Bingo or other gambling license issued
may be transferred to any other person or organization. No Bingo or other gambling
license shall be transferred to any location other than that specified in the
license without the prior approval of the Council.
SECTION 6. SUSPENSION OR REVOCATION. The Council may suspend for a
period not exceeding 60 days or revoke any Bingo or other gambling license for
violation of any provision of this Ordinance. The holder of any such license
shall be granted a hearing upon at least 10 days notice before revocation or
suspension is ordered, and notice shall state the time and place of the hearing
and the nature of the charges against the license.
SECTION 7. INSPECTION AND INVESTIGATION. Any City official or employee
having a duty to perform with reference to any license hearing and any police
officer, may inspect and examine the premises in which such games are conducted
and examine any records of any licensed organization upon 24 hours notice.

SECTION 8. MINIMUM AGE. No person working any Bingo or other gambling
game or device shall be less than 18 years of age.
SECTION 9. REPEALER. That Sections 930:20, 930:24, 930:28, and
930:32 of the 1977 Hopkins Code of Ordinances are hereby amended in conformity
with this Ordinance.
SECTION 10. PENALTIES. The violation of any provision of this Ordinance
shall constitute a penal offense .
First read at a regular meeting of the Council of the City of Hopkins
held on July 5, 1978, and finally read, approved, adopted and ordered published
at a regular meeting of said Council of said City on July 18, 1978.
