3-18-1975 CC A regular meeting of the Council of the City of Hopkins, Minnesota, was
held on Tuesday, March 18, 1975 , at 7: 30 p.m. , in the Council Chambers in
the City Hall.
Present were Mayor Pokorny, Councilmen McDonald, Milbert, Miller and Vassar,
also City Manager Cotton, City Clerk Richardson, City Engineer Strojan,
Asst. Engineer Anderson, Operations Director Beecher and City Attorney
Vesely. Absent: Building Inspector Kohnen.
Reel 180 Mr. Miller moved, and Mr. Vassar seconded the motion, that

Item: 74-382-H. Mr. Miller moved, and Mr. Vassar seconded the motion, that
HEARING: Resolution No. 75-2424 , "A RESOLUTION ORDERING THE IMPROVE-
54- MENT ON MAPLE HILL-GOODRICH AREA BY THE INSTALLATION OF
STORM SEWER AND REPAIR OF STREETS ON MAPLE HILL ROAD IN
INTERLACHEN PARK" , be adopted.
Action : Mr. McDonald moved, and Mr. Milbert seconded the motion, that this
item be continued for the purpose of clarifying the intent of the
persons signing the petition for the storm sewer. A poll of tYi�e
Council was as follows : DZr. Miller, Mr. Vassar and Mr. Pokorny, vot-
ing Nay , Mr. McDonald and Mr. Milbert voting yea. Motion lost.
Action: A poll of the vote on the origirial� motion for adoption of Resolu-

575-818 that the request by residents of Village Apartments for a
stop light at the intersection of Excelsior and 7th Avenue,
be continued to the August 19 , 1975 , Council meeting. Motion
carried. Mr. Vassar voting no.
Item: 75-20-R. Mr. Vassar moved, and Mr. McDonald seconded the motion, to
818-1370 inst c the City Attorney to offer the sum of $29, 500 for
the/�'u6°��et of Lot 7 , Block 69 , West Minneapolis , to Earl
Dahlberg for this property. Motion carried.

99-206 Resolution No. 75-2420 , "A RESOLUTION AUTHORIZING THE METRO-
POLITAN COUNCIL TO APPLY FOR HOUSING ASSISTANCE FUNDS FOR
IMPLEMENTATION WITHIN THE CITY OF HOPKINS" , be addpted.
A poll of the vote was as follows : Mr. Milbert, Mr. Miller,
and Mr. Vassar, voting Yea; Mr. McDonald and Mr. Pokorny,
voting, Nay. Motion carried.
Item: 75-16-C. Mr. Miller moved, and Mr. Vassar lseconded the motion, that
206-297 Council approve the proposed Amendatory Contract for Grant
to acquire and/or develop Open Space Land, and that the
City Attorney write up the Opinion of Counsel, which was
received from the Department of Housing & Urban Development.

297-311 that the request from Hennepin County for No Parking
Anytime signs on the east side of Blake Road, in the
vicinity of the Pie Shop, from CSAH 3 to 2nd Street N.E. ,
to supplement that already in effect on the west side,
be approved. Motion carried.
Item: 75-22-R. Mr. Milbert moved, and Mr. Vassar seconded the motion, that
311-32$ Resolution No. 75-2425 , "A RESOLUTION ASKING THE COMMISSIONER
OF TAXATION TO REQUIRE LOCAL ASSESSORS AND BOARDS OF REVIEW
TO PROPERLY ASSESS AND EQUALIZE ALL PROPERTY WITHIN THE
METROPOLITAN AREA, SO AS TO CORRECT THE GRIEVOUS ERRORS
WHICH APPEARED IN THE 1972 AND 1973 REAL ESTATE R.ATIO STUDIES

Item: 75-24-0. Mr. Vassar moved, and Mr. Milbert seconded the motion, that
328-359 Ordinance No. 75-411, "AN ORDINANCE PROHIBITING UNREASONABLE
ACCELERATION AND ERR.ATIC DRIVING OF VEHICLES AND IMPOSING
PENALTY FOR THE VIOLATION THEREOF" , be accepted for the
first reading and that the City Manager review this ordin-
ance again before the second reading. Motion carried.
Item: 75-25-R. Mr. Vassar moved, and Mr. Milbert seconded the motion, that
359-369 Mayor Pokorny be requested to write the School Board and ask
that the Annex property belonging to the School District, be
removed from the saleable market until January l, 1976 , so
that further study and discussions between the City and the
School Board can be made for joint use of this property.
Motion carried.
Action : Mr. Milbert moved, and Mr. McDonald seconded the motion,
369-390 that the meeting be adjourned. Motion carried.
