JUNE 16, 2015
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held
on Tuesday, June 16, 2015 at 7:01 p.m. in the Council Chambers at City Hall, 1010 First Street
South, Hopkins.
Mayor Maxwell called the meeting to order with Council Members Halverson, Cummings, Gadd
and Kuznia attending. Staff present included City Manager Mornson, City Clerk Domeier,
Planning and Development Director Elverum and Assistant City Manager Genellie.
ADOPT AGENDA
Motion by Cummings. Second by Gadd.
Motion to Adopt Agenda.

PRESENTATIONS
1. Oath of Office: Zoning and Planning Commissioners
City Clerk Domeier issued the Oath of Public Office for the Zoning and Planning Commission to
Mr. James Warden and Mr. Gary Newhouse. Mayor Maxwell thanked the past members and
welcomed the new members to the Zoning and Planning Commission.

NEW BUSINESS
V. 1. Hennepin County Agreement for Design Assistance and Facade Loan Program
(CR2015-073)
Planning and Development Director Elverum gave an overview of the Design Assistance and
Facade Loan Program. The program will assist business owners make improvements to the
outside of their building with improved signage and aesthetic enhancements. Ms. Elverum
reviewed the program goals, how the program is proposed to work and how the funds will be

executed. If approved, staff will negotiate the agreement with Hennepin County and bring back
program guidelines to City Council for consideration. Ms. Elverum explained that the agreement
will be subject to review by the City Attorney and staff hopes to offer the program on an annual
basis.
Council Member Cummings asked about the number of businesses that could receive design
assistance and the timeframe. Ms. Elverum explained the project capacity is 5-10 businesses and
timeframe of the agreement would be within a calendar year.
Council Member Gadd asked about façade improvements. Ms. Elverum explained that building
owners and tenants will need to work together on the improvements and that the outside
enhancements will benefit all of Mainstreet.
Mayor Maxwell asked if the improvements would include rear entrances, city contribution, other
programs available to businesses and how the program will be marketed. Ms. Elverum explained
that many businesses use front and rear entrances so staff is considering including rear entrances
in the program. The maximum city contribution to the program would be $5000 and staff will
continue to share information about energy improvement programs with business owners. Ms.
Elverum explained that staff already has interested candidates and will hope to expand the
program as the process moves forward. The program will focus on the core Mainstreet business
district and parameters could be expanded if the program is successful.
Council Member Halverson asked if the program would include businesses on the half block off
of Mainstreet. Ms. Elverum stated that many businesses are just a half block off of the
Mainstreet and will be included in the program area.
Council Member Kuznia commented that it appears to be a good program to enhance the
Mainstreet.
Ms. Elverum explained that staff would like to have the agreement and proposed guidelines in
place by the middle of July with façade improvements beginning by the end of the year.
Motion by Cummings. Second by Halverson.
Motion to authorize staff to negotiate and execute an agreement with Hennepin County
to provide funds for a Downtown Hopkins Facade Loan Program, subject to City
Attorney review.

V. 2. Independent Contractor Agreement— Neighborhood Development Center(CR2015-
074)
Planning and Development Director Elverum gave an overview of the Neighborhood
Development Center (NDC) program, funding and the goals of the program. The City's
maximum contribution to the program would be $5000.

Council Member Cummings asked if businesses could participate in both programs. Ms.
Elverum explained that businesses could participate is both programs as they will complement the
other programs and services that are being offered.
Council Member Gadd asked about the intent to work with businesses along the Southwest Light
Rail Transit area. Ms. Elverum explained that NDC did help businesses survive the construction of
the Green Line LRT project and has assisted business owners in the Blake Road area.
Mayor Maxwell asked if program would be offered city wide. Ms Elverum explained that the
focus on is the downtown area but with broader boundaries. Mayor Maxwell asked that staff
continue to connect business owners to all the programs available to them.
Motion by Gadd. Second by Cummings.
Motion to approve the Independent Contractor Agreement between the City of Hopkins
and the Neighborhood Development Center(NDC).

ANNOUNCEMENTS
• Hopkins Park Reinvestment Plan Open House at City Hall, Thursday, June 18, 6-8 p.m.
• Music in the Park begins Thursday, June 18 at Downtown Park.
• Next City Council meeting is scheduled for July 7, 2015.
• City Hall parking lot will be closed for two weeks beginning Friday, June 19 for
reconstruction.
• City Manager Morrison gave an update on the Mainstreet reconstruction project. Phase one
paving is scheduled to be complete by the end of next week. Phase two of the Mainstreet
project begins following the Raspberry Festival.
• Mayor Maxwell wished everyone a safe Fourth of July Holiday and encouraged residents to
continue to support Hopkins businesses especially during the Mainstreet reconstruction project.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Cummings, second by Kuznia, the meeting was unanimously adjourned at 7:34 p.m.
