July 21, 2015 Council Report 2015-081
Off-Sale Liquor License and Tobacco License Request – Highland Enterprises, Inc.
DBA The Liquor Store and More
Proposed Action
Staff recommends adoption of the following motion: Move to grant an off-sale liquor license and
tobacco license to Highland Enterprises, Inc. DBA The Liquor Store and More.
Overview
In accordance with City Code section 1200.28, the City Council will consider and allow for public
comment on the application of Highland Enterprises, Inc. for an off-sale liquor license. Highland
Enterprises, Inc. will be purchasing The Liquor Store and More located at 808 Mainstreet. The transaction
closing date is tentatively set for August 3. The liquor license will become effective upon the closing and
expire on June 30, 2016. The applicant also made application to obtain a tobacco license for the same
premise and license term.
The Police Department reviewed the application for the off-sale liquor or tobacco license. The
background investigation on Steven Bickett, who is the sole owner of the business, has been
completed. The Police Department recommends approval of the license as requested. Mr.
Bickett will attend the meeting on Tuesday night.
Upon City Council approval of the liquor license request, the State application will be sent to the
Minnesota Department of Public Safety, Alcohol and Gambling Enforcement Division, for
certification and approval. Because there is already an existing license for the premise, a State
inspection of the site is not necessary.
