DBA The Liquor Store and More. Overview In accordance with City Code section 1200.28, the City Council will consider and allow for public comment on the application of Highland Enterprises, Inc. for an off-sale liquor license. The Police Department reviewed the application for the off-sale liquor or tobacco license. The background investigation on Steven Bickett, who is the sole owner of the business, has been completed. The Police Department recommends approval of the license as requested. Mr. Bickett will attend the meeting on Tuesday night. Upon City Council approval of the liquor license request, the State application will be sent to the Minnesota Department of Public Safety, Alcohol and Gambling Enforcement Division, for certification and approval.
