for first readin�.
At tlie Zoning and Plannin� meeting, Mr. McNeil moved and Mr. I�lewhouse seconded a
motion to adopt Resoludon RZ1S-16, reco�r�mending approval of Ordinance 15-109$,
rezoning � 0`h Avenue South from R-2, Low Density Multiple Family, and R-3, Medium
Density Multiple Family, to R-1-A, Single and Two-Family High Density. The motion was
approved unanimously.
Overview
Several years ago the staff surveyed the City and identified sites and areas that were zaned
multiple fainily, but had other uses on the sites and areas. The Planning Commzssion
reviewed the various sites and areas and chose to rezone many sites and areas to reflect th�
current uses on the sites and areas. The sub�ect area was not identified, but shouid have been.
The area on 14`" Avenue South between Sixth and Seventh Streets is currently zoned R-2 and
R-3, but consists of single anc� two-farnily hot��s. The proposed rezoning will make the
existin� homes canforming uses. R-2 zoning allows two-family dweliings, two to faur
family dweIlings and townhouses. The R-3 zoning permits two to faur family dwellings,
townhouses, and rnultiple dwellings.

PrimarY Issues to Consider
• What is the Comprehensive Plan designation?
The Comprehensive Plan has designated the site as Medium Density Residential. V4rith this
rezoning the Comprehensive Plan will have to be amended to Low Density Residential.
• What does the R-1-A district zoning allow?
R-1-A zoning allows singie and two-family hatnes. Single and two-farzlily homes are
currently on the 1ots. With the rezoning the homes in this area will b�come canforming
uses.
• Should the site be rezoned fram R-2 and It-3 to R-1-A?
Several years ago we changed many sites that had a multiple family zoning to reflect the
actual uses on the sites and also to reduce the scattered multiple family sites within the City.
This site was apparently missed. The R-2 and R-3 zoning also deters residents from making
improvements to th�ir homes because if a resident in this area wanted to add an additian,
they w�uld have ta comply with the larger setbacks required for multiple fainily zoning. The
resident would probably have to ask for a variance.
• What was the discussion at the Zoning and Planning meeting?
Ms. Anderson r�viewed the proposed rezoning. Carol Waldack af 600 10`h Avenue South
appeared before the Cornmission. Ms, Waldack spoke in favor of the rezoning.
Alternatives
1. Approve the rezoning. By approvirbg the rezoning, the area will be rezaned.
2. Deny the rezoning. By denying the rezoning, the area wi�l not be rezoned. If the City
Council considers this alternative, findings will have ta be identified that support this
alternative.
3. Continue for further information. Tf the City Council indicates that further information is
needed, the item should be continued.

RESO�UTION MAKING FINDINGS OF FACT AND
APPROVING A REZONING PROM R-2 and R-3 to R-1-A
WHEREAS, an application for Zoning Elmendment ZN15-7 has been initiated by the City of
Hopkins;
WHEREAS, the procedural history of the applicatian is as follows:
That an application for zoning amendment was initiated by the City of Hopkins;
2. Th�t the Hopkins Zoning and Plaruling Commission published notice, held a
public hearing on the application and reviewed such application an A�gust 25,
201 S: all persons present were given an opportunity to be heard;
3. That the written coTnments and analysis of City staff were considered;
4. A legal description of the property is as follaws:
Lots 1-12 Block 58 West Minneapotis
Lots 1�-24 Block 59 West Minneapolis
NOW, THEREFORE, BE IT RESOLVED that the ap�lication for Zaning Amendment ZN 15-7
is hereby approved based on the following Findings of Fact:
l. That with this rezoning the Comprehensive Plan anc� Zoning will be
consistent.
BE IT FURTHER RESOLVED that application for Zoning Amendment ZN15-7 is hereby
approved based on the following conditions:
1. That the Metropolitan Council approves the Camprehensive Plan arnendment.

FOLLOWS:
That the present zo�ling classi�cation of R-2, Low Density Multiple Family, and R-3, Medium
Density Multiple Family, upan the fo�lawing described premises is hereby repealed, and in lieu
thereof, the sa�d premises are hereby zoned as R-1-A Single and Two Family High Density.
