Comprehensive Plan Amendment – 10th Avenue South; Anderson (CR2015-091)August 26, 2015 Council Report � 5-91 COMPREHENSIVE PLAN AMENDMENT — lOTH AVENUE SOUTH Proposed Action Staff recommends the following motion: Mave to adopt Resolution 15�59, approving a Comprehensive Plan amendment from Medium Density Residentia� to Low Density Residential. At the Zoning and Planni�g meeting, Mr. McNeil moved and Mr. Newhouse seconded a motion to ado�t Resolution RZ15-17, recommending approval of a Comprehensive Plan amenc��-nent from Medium Density Residential to Low Density Residential. The motion was approved unanimously. Overview Several years ago the staff went through the City and identified sit�s and areas that were zoned multiple family and possibly guided multiple farnily residential, but have other uses on the sites and areas. The Planning Comm�ssion reviewed the various sites and areas and chose to rezone many sites and areas to reflect the uses on the sites and areas. The subject area was not identified, but should have been. The area on 10`h Avenue 5auth between Sixth and Seventh Streets is currently zoned R-2 and R-3, but consists of single and two-family homes. The propased Comprehensive Plan amendment wiIl reflect what exists in the area. Tl�e Comprehensive P�an has designated the area as Mediurn Density Residentia�. With the proposed zoning change, the zoning and the Cornprehensive Plan designation will be consistent. * What is the difference between the Medium Density and Low Densi�y Residential designation? Mediurn Dens�ty residential has a density of 8-16 units per acre. An example wauld be t�wnhomes. Low density residential has a density of 1-7 units per acre, which i� a single and two-iamily density. + What was the discussian at #he Zonrng and Flanning meeting? Ms. Andersan reviewed the proposed changes to the Gomprehensive Plan. No one appeared at the public hearin�; regarding this item. Alternatives �. Approve of the Comprehensive Plan amendment. By approving, amendment the Gomprehensive P�an wiU be amended to Low Density Residential. 2, Deny the Gomprehensive Plan amendment. By denying, the Camprehensive Plan arnendmetlt, the area will remain designated Medium Density Residential. If the zaning is changed and the Comprehensive Plan amendment is not approved, the zonin� and Comprehensive Plan will not be consistent. 3. Continue for further information. That the Hopkins Zoning and Planning Cammission, pursuant to mailed and publislled notice, held a public hearing on tt�e application and reviewed suck� application on August 25, 2015: ail persons present were given an opportunity to be heard; 3. That the written comments and analysis of City staff were considered; and 4. A legal descr�ptian of the subject property is as follows: Lots 1-12 Block 58 West Miru�eapolas Lots 13-24 Black 59 West Minr�eapolis NOW, T�IEREFORE, BE IT RESOLVED that the application for Comprehe��sive Plan Amendment ZN15-� is hereby approved based on the following Findings of Fact: 1. That the amendment to the Comprehensive Plan will �nake the zoning and the land use plan consist�nt. BE IT FURTHER RESOLVED that application for Comprehensive Plan Amendment ZN 15-8 is hereby approved bas�d on the following conditions: 1.
