O�errriew During the heavy rains of 20'f4 #he 2nd Ave S access to the Nine Miie Co�e neighborhood was closed aff due to flooding. This flooding and the potentia[ for road closure was recognized when the Nine Mile Cove area was redeveloped in the late 90's. Accordingly, an emergency access road was established and it was usee� ir� 2014 for about a week. Unfortunately, the road base had deteriorated and the rains so#tened the roadway to the point where it was difficult to negotiate wiihout a 4-wheel dri�e vehicle. The need for a more stable access road during wet weather is needed. Accordingly, a access road upgrade proj�ct was developed using a combination of a cabled concrete mat and a turf stabil�zation system called GrassPa�e. The work was put o�� ta several contractors this past July and one bid was received from Minger Construction, �ortunately, Minger's bid is reasonabfe - it is 7% below the engineer's estimate. Bolton & Menk has good experience wor�Cing with Minger and has recommended contract award. The Nine Mile Cove Neighborhood Association wi[I pay 46% of the cost ($41,108.60) per the t�rms of the deveiopment agreement. The City's portion of construction funding ($47,420.20) will come from our PIR fund. If awarded, the woric would be done this fall.
