Special meeting on 9-23-1975 A special meeting of the CounciZ of the City of Hopkins, Minnesota, was held on Tuesday,
September 23, 1975, at 7:30 p.m. , in the Council Chambers in the City Ha11.
Present were Mayor Mi11er, Council�n McDonald, Milbert, Slaton and Vassar, also City
Manager Cotton and Finance Director NieZsen.
Ree1 I88 After considerable discussion of the 1976 Proposed Budget, it was moved
Side 2 by Mr. Uassar, and seconded by Mr. Mi.Zbert to increase the Personal Services
5- in the various departments by eight (8) percent, or approximatelr� $89,000,
said amount to be transferred from the Contingency Fund Account. Also,
to transfer $55,000 from the Contin gen cy Fund Account to the Public Works
Capital Outlay Account leaving a ba2ance of $22,000 in th2 Contin gency
Fvnd Account to be deleted from the 1976 Proposed Budget altogether.
Furthermore, to delete Capital Outlay Accounts in various departments by
$22,000, and delete $8,000 from various supply accounts at the discretion
of the City Manager, a11 of which resu.Zted in a total deletion from the
Z976 Proposed Budget of approximately $52,000. A po11 of the vote was
as follows: Mr. McDonald, yea; Mr. Milbert, yea; Mr. Vassar, yea; Dr. Slaton,
yea; and Mayor Miller, yea. Motion carried unanimously.
Action: Mr. Vassar moved, and Dr. Slaton seconded the motion, to separate the cost
of the proposed Si gnal Li ght at the corner of 7th and ExceZsior. After dis-
cussion on the motion, it was moved by Mr. McDonald, and seconded by Mr.
Milbert to amend the motion to Ieave the cost of the proposed Signal Light for
7th and ExceZsior in the budget. A poll of the vote raas as fo11 aas: Mr.
McDonald, yea; Mr. MiZbert, yea; Mr. Vassar, yea; Dr. Slaton, nay; and Mayor
Miller, nay. Motion carried.
Action: Mr. McDonald moved, and Mr. Milbert seconded the motion, that the meeting be
-1445 adjourned. A po11 of the vote was as follows: Mr. McDonald, yea; Mr. Milbert,
yea; Mr. Vassar, yea; Dr. Slaton, yea; and Mayor Mi11er, yea. Motion carried.
