Park Board and staff will update City Council on the Park Reinvestment Plan and seek City
Council support for proposed 2016 — 2020 park improvements.
Park System Reinvestment Plan update
The Parks Reinvestment Plan is continuing to attract public comments via the online survey that
opened on June 29. We intend to wrap-up the public comment phase on the plan later this
month. Over the next few weeks staff and consultant will be preparing a final plan based on the
feedback obtained to-date. To-date, there are 87 comments on the park improvements and
priorities, as presented at the June 18 Open House. A copy of the draft parks reinvestment
plan and summaries of park users' feedback are attached.
Park System Capital Improvement Plan
The Park Board would prefer to front-load several park improvements (2016 — 2017) via bond
funding vs. spreading improvements out over the next 5— 10 years. Accordingly, the proposed
first three years of the 5-year CIP are as follows:

These proposed improvements respond to what Hopkins residents want to see in their parks.
Of the 325+ initial survey responses, the top responses to the survey question that asked what
feature/s are missing from your park were:
58% - Updates to rundown features
33% - Restrooms
23% - Splash Pad
18% - Improved Safety
14% - Playground
Additionally, responses to the online survey since the June 18 open house have generally
supported the proposed park improvements and their relative priorities.
See attached Park Capital Improvements Fund (301) Working Capital report showing the fund's
anticipated revenues, expenses and all proposed 2015 — 2028 projects.
Upon completion of the proposed 5-year 2016 — 2020 CIP the City will have accomplished the
following:
• Rehabbed or replaced 50 — 60+ year old warming house structures at Burnes Park,
Central Park, Oakes Park, Valley Park, Harley Hopkins, plus rehab for the 30-year old
Maetzold Field Pavilion
• Replaced 25+ year old play equipment at Valley Park, Hilltop Park, Burnes Park (2-5 play
equip), Park Valley Playground, Maetzold Field and Elmo Park (2-5 play equip)
• Redevelop the south end of Burnes Park recreation area to include a splash pad
• Upgraded park lighting at Valley, Harley Hopkins & Interlachen Park

I would love it if Hopkins had a community pool!!!
Planting more trees, annuals, fountains, updated restrooms & warming houses, tennis courts, better maintenance on
the grounds in general IS much needed!!!
Much more and better 24 hour lighting at Oakes Park!!
Continue to make parks pedestrian and bike friendly, and connected.
Spend less money on parks and more money on police patrols in the neighborhoods.
Where possible, maximum pedestrian and bicycle connectivity should be sought and created in public space that is not
explicitly a natural preserve.
Shade at parks
Please consider taking the time to raise the infant swings installed at Central Park by a few inches to make them more
usable.
More movies in the park
Have provided restrooms unlocked/available during all park hours!
Add a splashpad and/or shallow kiddie pools so citizens can cool off. Please make them free or low cost - Shady Oak
beach too expensive for most of us.

1 The grounds need maintenance, having trees, shrubs & annuals make it so much more appealing! Central Park is
used by a lot of residents & its off the main road, people see this park ALL the time! It should shine with beauty &
much updates- at times iPs an embarrassment to bring people here & to hear the comments from other families how
crapy it looks & how the ice rink is never decent, warning house is so outdated, if you could hear what people say &
thaPs a big reflection to Hopkins as a community. So sad, there's improvement needed everywhere, I hope things start
shaping up & we can be a shines little gem as I know Hopkins can be!
2 Not clear if west playground is park or school-- high schoolers hang out there during the day, though it isn't for their
age-- clarify if this is for public use. East playground needs shade.

park's north edge over to 13th with parking along the new drive lane.

Be sure our cleaning, safety and maintenance plans are funded and that we are building the facility consistently with
the cities that successfully have implemented such safe, clean and well maintained restrooms.

It would be great to have restrooms open throughout the year (good for senior citizens who NEED to go, and won't
visit parks as much if no restrooms, and will deter casual public urination by other folks who get desperate and lack

Like the idea of having restrooms open even if the warming house it locked. So kids can access the bathroom either
from inside the warming house or from outside of it. The new Countryside Park in Edina is a great example. (By
Colonial Church).

I am concerned about the Shady Oak Nature Area. Since the road construction, it was partially drained. The
vegetation coming back is weedier and includes buckthorn and liatris. I know they will put a good mix of wetland seed
along the new road, but what will happen to the rest of the area islands and banks? Could that vegetation be restored
to a healthier mix, better able to filter the pond water?
I'd like to see more water on the trails that go through the city.

Thanks for all the work that has been put into the park reinvestment project. Looking forward to the park improvements
and hope to see a new splash pad at Burnes Park soon!
There wasn't a comment box for Hilltop Park-- I consider the play structure to be in poor shape. Last time I was there
it was patched with plywood and there was a bunch of trash in the surrounding area. Large openings made it
inaccessible to younger kids.
LOVE the splash plaza idea at Burnes Park - this is an amenity that is sorely missed in our great city. Put it on the
shortest of lists! What about an off-leash dog area in one of our parks? This is another amenity that many neighboring
communities have.
Its good to see this especially the splash pad as Hopkins has been falling behind other suburbs for family park
facilities, especially in heated pool / play areas and indoor play areas.
I travel outside of our city limits to skate outdoors, because our facilities are second rate, there are no Hopkins parks
near me, and not enough residents use the facilities to have a pick up hokey game in our town. Unfortunately, our
"showcase" rink (the PAV) is an embarrassment to bring our opponents in to visit our town. Delano is the only (&
nearest) metro community that can rival Hopkins for least comfortable/inviting and least adequate youth hockey facility.
It seems that since hundreds of our kids skate multiple times/week for 6 months a year at the PAV and very few
residents use our outdoor rinks and do so for only two months a year, it is wasteful to spend tens of thousands for year
round public bathrooms within two month short hours warming house buildings. The sport has changed and Hopkins
is decades behind all of our neighbors.
Installing a splash pad would be a great asset to a downtown park. Parents/Nannies/Grandparents could stop and get
coffee or lunch with their kids either before or after a visit there.
We need a pool! Everyone has to spend their money at Richfield or Edina or St. Louis Park. Hopkins needs an
outdoor pool!

20 I very strongly am against a permanent hockey rink structure at Interlachen Park. We visit that park almost every day 7/16/2015 3:59 PM
of the week and the large majority of the time during warmer months, kids are playing baseball or soccer or other misc
games in the larger field area. I think having boards up year round would make the space unused. We also host all of
the IP nhood activities in this large field and in general, iPs a great space for kids to just be kids and run and play in the
wide open space. As long as the hockey boards are functional during winter months and removable, I don't see why
on earth you'd want to leave them up year round and take away the wide open space. Not to mention they are
somewhat of an eye sore during the summer months.

Purpose of the Plan
The intent of this plan is to provide the City of Hopkins with a guide for investments in park improvements and operations
for the next ten years and beyond. The plan should assure that the park system continues to fully meet the needs of the
community and its visitors now and in the future.The plan will align priorities with future investments in the Hopkins Park
System and inform the Capital Improvement Plan.
Hopkins
Hopkins is a fully built out community in the Minneapolis/St. Paul metropolitan area.The community is roughly four square
miles and home to 18,000 residents. Originally a railroad village, Hopkins has a signature main street, and a walkable block
system of streets. Railroad tracks have been converted into regional trails, and Hopkins is a hub of the Cedar Lake Regional
Trail, the North Cedar Lake Regional Trail, the Lake Minnetonka LRT Regional Trail, the Minnesota River Bluffs LRT Regional
Trail, and the Nine Mile Creek Regional Trail. The Southwest Light Rail is planned to run through Hopkins in 2020 with stops
at Blake Road, 8th Avenue (Hopkins Station), and Shady Oak Road.
Planning Process
Throughout the planning process, the Hopkins Park Board has served as the steering committee for the plan. In addition,
City Staff has advised the process.
The planning process began in the fall of 2014 with an inventory and evaluation of Hopkins' parks, and the features in
them. A survey was distributed in the winter and spring to the community online and in paper form asking them how they
used their parks and what they would like to see there. 326 responses were returned. Survey responses helped inform and
update the inventory and evaluation. Additional work on the Focus Parks (discussed below) was completed in the spring
and summer of 2015. An open house and online outreach took place in summer of Z015. The plan was reviewed and
recommended by the Hopkins Park Board on and approved by the City Council on
Prioritization
Prioritization will be completed as part of the public engagement process.
Prioritization will reflect the current condition of facilities and park elements. Park features generally fall into one of five
categories:
• Features that should be updated now for safety concerns
• Features that could be updated now, but will suffice in their current state for the short term
• New features that could be developed as funding is available
• Features in satisfactory shape now, but will need replacement or updates within the ten year window of the study
• Features that will continue to work in their current state for the next ten years
The approach to reinvestments is as follows:
• Replace what we have unless there is a good reason to remove it
• Address safety issues
• Provide restrooms where appropriate
• Provide updated and unique"CommunityWide"features in appropriate locations
Focus Parks
As part of the process developing the Parks Reinvestment Plan, three parks were identified as "Focus Parks"to receive
additional design work. These parks are Burnes Park, Central Park, and Valley Park. Each of these parks are slated to receive
new investments and new facilities that will affect their layouts. Proposed improvements are shown on the page following
the inventory for Burnes, Central, and Valley Parks.

Overall, City parks in Hopkins are well utilized, and provide a wide variety of features and activities distributed across
the city. Currently, the park system meets the needs of residents in the following ways:
• Nearly 40% of the Hopkins Parks & Recreation Community Survey respondents reported visiting their identified
neighborhood park at least once a week, if not more.
• Good distribution of 4 season activities.
• Good access to pleasure skating and ice hockey.
• Residents walk and bike to their neighborhood parks; 90% of survey respondents report waking/biking to their
neighborhood park, and 92% report feeling safe walking /biking to neighborhood parks.
The Needs
To ensure that they system meets the needs of residents now and well into the future, improvements to the system are
needed. Needs include:
• Maintenance of current amenities and infrastructure; especially updates to play equipment and restroom/warming
house facilities.
• Improvements to safety, including updates to lighting, trail and field surfaces, and play equipment
• More large scale community gathering area(s) and amenities.
• Lack of green infrastructure, such as stormwater filtration/infiltration areas, pollinator gardens, etc.
Approach to Park Reinvestment
A plan for the allocation of reinvestment efforts and funds need to be considered to most effectively and efficiently
meet needs overtime.This approach prioritizes:
• Replacement of what we have - unless there is a good reason to remove it
• Addressing safety issues
• Providing restrooms where appropriate
• Providing updated and unique"Community-Wide"features
Park Coverage
The majority of Hopkins'residential areas are served by a city park or preserve within a quarter mile, which is an
approximately 5 minute walk. The figure at right shows this coverage, revealing good acceess to green space for
Hopkins residents.
